Juanita Greene continues her examination of Dade's new frontier the South Biscayne Bay region with this article about Islandia the county's strangest municipality By JUANITA GREENE Hunld Staff Writer What the last 40 years did to Miami Beach the next 40 could do to Islandia The big dream that came true could be dreamed all over again The same stuff that Miami Beach is made of is available for Islandia imagination money daring optimism dredges and long low islands washed by the ocean on one side the bay on the other The end result of this work- Judge Rules City Violated Charter ing combination need not produce the same picture It could be just as startling though different Islandia is a 17-mile string of islands in South Biscayne Bay The chain starts about nine miles south of Key Bis-cayne and ends at the Monroe County line and Key Largo Twelve miles of water separate Islandia from the South Dade mainland and the only way to reach it is by boat The key to Islandia's development is a link with the mainland Today the chances of building a causeway to it are better than ever before Exactly what Islandia will grow up to be still known Its destiny is principally In the hands of the five-man City Council which was elected by all 14 Islandia registered voters after the islands were Incorporated into a city two years ago Building the causeway is the council's main objective today Preoccupied with this project it has not yet come with a plan for development of this unspoiled barely populated territory The 33 islands in Islandia are owned by about 350 property owners Most have had the land for a long time Some of it has been in the same family' for generations Few plan to develop the land themselves Most hope to sell it when the time and the price are right In the meantime they are holding on The oidtimers on Islandia have been trying for 40 years to get a causeway built They almost made it five years ago when the first 3Ietro Commission came out Herald staff Writer Key Biscayne residents will have to come up with another 80 cents a month to pay their sewer bills Water and Sewer Board decided Wednesday It was the first rate increase the board has approved since it started regulating private utilities in 1960 At the same time the board softened the blow by recommending a reduction in the water rates now charged by Key Biscayne Water Co Dr Thomas Carney Water and Sewer Board chairman said he felt the water rate reduction would more than offset the higher sewer rates Key Biscayne has only 408 sewer customers but 1101 water customers Under the plan approved by the board water rates would go down from the present monthly minimum of $229 to $210 Sewer rates for residential customers will go up from an average monthly charge of $270 to a flat $350 Commercial customers will pay sewer bills equal to their monthly water bills but with a minimum of $350 They now pay an average of $549 a month for sewer service Although the higher sewer rates were made effective with the next 'bills to be sent out by Key Biscayne Water Co the board could only recommend the change in the water rates Because of a 1932 franchise granted by Metro commissioners for water service only the commission can adjust those rates The board said the new rates will bring Key Biscayne Water Co a return of only 4 '2 per cent although it is entitled to 6 per cent But the utility itself said it want the sewer rates to go above $350 for fear of discouraging new development and expansion of service By DICK KNIGHT Herald suit Writer Circuit Judge Harold Vann Wednesday ordered the City of Miami to give Lt Thomas Bilbo Lipe back his job as the Police chief of detectives The ruling was considered a setback in City Hall moves to control the Police Department Unless the city appeals Oran Caudell City Manager Melvin Reese's hand-picked man will be out Judge Vann ruled that Reese had acted illegally in violation of the charter when he removed Lipe from the post in August 1960 The court ruled Lipe had a classified position as detective chief and could not he removed without charges and a hearing The city was also or dered to pay the salary he would have earned as chief Reese contacted after the decision was handed down said he considered it a he added is only round one" Mayor Robert King High said he was sure the city would appeal the decision and added the city attorney has standing orders to appeal decisions the city loses unless the commission rules otherwise The decision which climaxed two-year battle to get his job back created a question as the proposed reorganization of the Police Department along lines recommended by the International Association of Chiefs of Police The commission was expected today to officially approve an amendment in civil service rules to make shifts of personnel easier so that reorganization could proceed High indicated he thought the effect of the decision on the reorganization would depend on future court action in the case Reese flatly said reorganization would not be held up by the decision Lipe had been named chief of detectives by Police Chief Walter Headley in the spring of 1958 replacing John Cannon Lipe served in the post until August 1960 when Reese dismissed him Chief Headley was on vacation at that time and when he heard about the shift he charged it was all politics and that little jerk the mayor is behind replacement was Lt Roy Eddy who found himself at odds with Headley Eddy served in the top detective post for less than a year and on June 12 1961 he was replaced by Oran Caudell Lipe a eteran of more than 20 years on the force is noted for his ability to remember names am his sunny personality Wednesday homicide detectives reported he was out celebrating his Victory But it may be years and possibly never before he takes over as chief of detectives An appeal Judge Vann said late Wednesday would stay his order to the city and Caudell could continue in his
