By the end of the 1970s about one-third of the countries in the world will have significant programs for the production of nuclear energy and hence the potential for making nuclear weapons This warning note sounded by the Stockholm Interna tional Peace Research Institute in its 1972 year book on World Armaments and Disarmament should temper the euphoria created by last months US-Soviet jetliner at the St Louis airport remained unconcious and in serious condition Tuesday at a St Louis hospital He faces federal charges of damaging a plane in interstate commerce David Hanley 30 of suburban Florissant was injured when the 1971 Cadillac convertible he had given his wife as a Mothers Day off the jet's nose gear and into the landing gear A spokesman at St John's Mercy Hospital said Tuesday that Hanley had not gained consciousness since the accident Friday night He remained in the intensive care ward with multiple fractures of the head and internal injuries Authorities were still trying to determine a motive for the action which stalled the take off of the American Airlines flight after the plane was commandeered more than eight hours earlier on a flight from St Louis to Tulsa The car was demolished and the hijacker was forced to use a backup plane to make his getaway with six hostages and a half million dollars in ransom Doctors at the hospital said blood samples taken from Hanley showed he was not intoxicated at the time of the crash Hanley described by friends as "a quiet calm family man" was reportedly having drinks with a friend late Friday night at a motel bar near the airport while the hijacker waited for his plane to be refueled and for the ransom money "Turn on the radio in a few minutes and you'll hear something that will rock the world" Hanley reportedly told his friend A short time later as the pirated plane was about to take off Hanley's car with PERU Ind (UPI) A farmer today found a jacket believed to be that of a missing hijacker who bailed out of a jetliner Saturday carrying half a million dollars ransom money The money was found Monday The unidentified hijacker probably is dead according to statements by the pilot and copilot of the American Airlines 727 from which he jumped State police said the jacket was found in a cornfield at the south end of Grissom Air Force Base a location northeast of where the money and the hijacker's gun were found but directly in line with those sites It was not learned immediately if the jacket pockets contained anything The jacket was undamaged authorities said aerial and satellite observation and other means Soviet and Egyptian fulfillment of the truce terms This was a source of major embarrassment to the US which had negotiated the truce and the incident nearly led to the collapse of the cease-fire The new committee officials said is to be headed by Lt Gen Vernon A Walters deputy director of central David Hanley AP Wirephoto its horn sounding struck two parked cars and then ripped through a 10- foot-high chain link fence Witnesses said Hanley's car raced at speeds up to 80 to 90 miles an hour toward the hijacked airliner then turned away and went to the opposite end committee to keep track of Soviet observance of the terms of the Strategic Arms Limitation Treaty signed in Moscow May 26 The five-man committee is to begin functioning Saturday the cutoff date agreed upon by the two governments for the construction of new sites for offensive missiles in the United States and the Soviet Union Administration officials said the committee was set up to avoid the repetition on a broader scale of the violation of the Suez Canal truce in August 1970 when the Soviet Union and Egypt moved into position SAM-2 and SAM-3 antiaircraft missiles after the cease-fire president of the US Chess Association said Fischer "will be here in time" but he did not give a date for his arrival It was understood Fischer planned to fly in from New York today Fischer 29 was scheduled to arrive Monday but he canceled his flight at the last minute and sent Cramer instead to inspect the facilities There were unconfirmed reports that Fischer had objected to the lighting in
