have neither the training nor experience to fully comprehend the effects of these changes on the total system" Although the contract between the Department of Health Care Services and the administrators provided for retention of 10 per cent of all billings for the system until the state was satisfied the report says the amount retained $545101 was paid out "The nature of this report indicates that this payment was premature" Thomas said in his letter Some other causes for dissatisfaction include the fact that payments through the system have been extremely slow Bills entered in August and September of 1972 remain unpaid the report states In October and November of 1972 the department issued $12 million in advance or interim payments to "relieve pressure" from providers In amount for 1972-73 often paid twice for the same services and has been generally unsatisfactory says the State Auditor General's Office In a 42-page report released today deputy auditor general Walter Quinn said the Medi-Cal system's accounting controls over claims processing procedures are inadequate payments are often duplicated and paid to wrong providers and often payments are made in excess of receiving the money is a joint venture between Pacific Mutual Life Insurance Co Occidental Life and California-Western States Life Insurance Co the auditor's report stated And it continues an additional $35 million will be needed to operate the system through the June 30 date In an accompanying letter to the report Democratic Assemblyman Vincent Thomas the Chairman of the Joint Legislative
