things of failing his duties in the legislature and of allowing his own legislative program to "languish" in committee solutions to the "welfare mess" in Sacramento County and elsewhere in California "We have consistently said much about welfare" he said "We have said the welfare system is a failure We have urged crackdowns by Reagan on fraud in the Medi-Cal program Meanwhile Reagan has not chairman Priolo chairman of the Assembly Elections and Constitutional Amendments Committee angrily denounced as "repugnant" action by Sen Collier in what was reported to be his refusal to schedule a hearing on a gasoline tax diversion proposal by Assemblyman John Francis Foran D-San Francisco chairman of the Assembly Transportation Committee The Foran-proposed constitutional amendment was passed by the Assembly July 17 by a 54-15 margin and was referred to Collier's committee in the Senate Comes To Light Collier's refusal to set a hearing on the Foran constitutional amendments came to the
