matter of days unless the loan is granted quickly SOUTH LAKE TAHOE Final drafts of three proposed major ordinances implementing the Lake Tahoe general plan scheduled for adoption next month are now in hands of members of the Tahoe Regional Planning Agency and are available for public review at TRPA offices here The ordinances would regulate land use shoreline construction and excavation They were presented here yesterday to the agency and will be reviewed at 10 am Wednesday by its Advisory Planning Commission in the Dec 8 to lead to adoption of a regional plan in a meeting in the Sahara Tahoe on Dec 22 The land use ordinance establishes land use districts and regional land capability districts provides population density controls and land coverage limitations establishes a system or issuing permits for work and provides for nonconforming uses and variances to the ordinance The grading and shoreline ordinances are designed to protect Lake Tahoe from siltation and sedimentation Sahara Tahoe Hotel The three ordinances and another one concerning subdivision construction land use maps and an environmental capabilities map relating to soil types and watersheds will be the subject of a TEM final public hearing Dec 8 at 10 am in the South Lake Tahoe Elks Lodge An environmental impact statement further economic studies and a summary and findings on public testimony taken since last summer are expected to give California and Nevada members enough information on Obscene Phone Call Suspect Is Arrested OROVILLE Butte County officials were angered when they learned that a $50000 loan from the Office of Economic Opportunity needed to keep a foundering woodcutting project from collapsing will not be granted for at least several weeks The project which was organized by the Butte County 0E0 began operations last July and employed 30 men who had formerly been on the county's welfare rolls It was started with a grant of $75000 from the federal office of the 0E0 but ran into financial troubles several weeks ago When it appeared that more money would be needed to keep the operation alive county officials conferred with 0E0 officials in San Francisco were told that $50000 would be made available by no later than Nov 22 When the money did not arrive Clif Mickelson county administrator contacted the state officials and was Teacher Of Year Mary Woods an elementary school teacher in rural Reno has been named Nevada Teacher of the Year She has been a teacher for 29 years the last nine in Nevada In 1966 she served as Washoe County coordinator for the Head Start Sneed residence and Sneed put down the phone to answer the door The knocking could be heard over the phone by Alvord and Sneed then was arrested Heikka Becomes Permanent With Tahoe Agency Submits His with projects of truly regional significance The agency yesterday gave its full support to efforts of the US Forest Service to acquire 10000 acres of former George Whittell property on the east shore adjacent to the Lake Tahoe Nevada State Park and refused to declare a moratorium on single-family piers The subcommittee on the shoreline ordinance had asked for a year's moratorium on single-family piers to give the TRPA staff time to develop a shoreline plan Committee member Roger Imsdahl of Placer County said there are 100 single-family pier applications pending until the shoreline ordinance is established "We still don't have a good ordinance for single-family piers" he said Placer County's William Briner argued that piers themselves do not bring people to Lake Tahoe and each one should be considered individually Nevada's Ray Knisley agreeing with South Lake Tahoe Mayor Les Nagy said shoreline construction is as important as land use in the basin REDDING Redding police made what they termed a rare arrest with the apprehension of Michael Sneed 23 of Redding on a charge of making obscene telephone calls They said the arrest of Sneed yesterday clears numerous complaints from persons who received the calls between midnight and 6 am during the last month Police who credited officer Steve Cilenti with the apprehension noted that very few obscene callers are caught Cilenti said one woman had received several calls and a telephone trace revealed the caller's address When the man called the woman yesterday she kept him on the line until Cilenti could reach his home Another officer manslaughter in the Sept 1 fatal stabbing of Eugene Altenbern 22 After 512 hours of deliberations a jury of eight women and four men returned the verdict yesterday ending an eight-day trial Cavender admitted fighting with Altenbern over a spilled beer outside the Napa Sea Scout House but claimed self-defense on grounds Altenbern pulled a knife However witnesses testified that Cavender used his own pocket knife after Altenbern was disarmed Superior Court Judge Thomas Kongsgaard set sentencing for Dec 15 Cavender was ordered held one week before possible bail is decided FAIRFIELD Clarence Schuman 42 of Vallejo was listed in "fair" condition in the Vallejo General Hospital after falling 35 feet to the concrete floor at the site of the new JC Penney Co building under construction in
