Increasingly concerned about the future of their favorite waterfowl habitat if rules and regulations governing use of water by Truckee-Carson Irrigation District as proposed by Secretary of Interior Stewart Udall become effective These rules and regulations would establish strict division of Newlands Project lands limiting the amount of return flow water made available to the two major duck nesting areas in the vicinity of Fallon to that which is generated on one side or the other of the dividing line Plan Outlined Interior proposes to give the Stillwater Wildlife Management Area 64 per cent of the return flow water water used for irrigation but not absorbed by the soil while the remaining 36 per cent would go to the community pasture also known as the Car-son or government pasture Interior also proposes to guarantee the wildlife management region 91400 acre-feet of water a year This is enough water to cover 91400 acres to a depth of one foot The implication is during dry years the community pasture would be shorted of its 36 per cent and would get only the amount of water left after the wildlife management guarantee has been fulfilled It is this implication which worries members of the Green-head Club located in the pasture which boasts a nationwide reputation as a prolific producer of ducks and geese Particularly worried is one of Washoe most ardent duck hunters Dr Joe Libke a Reno dentist view of the mounting competition for he said government publicly has been pushing for multiple use But it occurs to me in the case of the community pasture a reversal of the multiple use philosophy Libke explained the community pasture not only produces more ducks than Stillwater but it provides grazing facilities for far more livestock A Comparison On the opening weekend of the current waterfowl season Libke noted the pasture attracted 838 hunters who bagged 2889 ducks 91 white geese and 19 honkers the first day Average number of birds per hutater for the weekend was 344 By way of contrast 800 hunters went to Stillwater where they bagged 1695 birds for an opening weekend average of 212 birds per hunter From a livestock standpoint Libke continued grazing revenue from the pasture in calendar 1965 amounted to $39194 as compared to 10332 from Stillwater Libke said he had learned the proposed 64-36 per cent division of the return flow water generally is how the water is divided when adequate supplies are available But during dry cycles when runoff water Is virtually nonexistent a heavy percentage of the return flow has been diverted into the pasture to prevent it from drying up Should the pasture wither as could happen under the proposed rules and regulations it would take three or more wet years providing adequate water to revive the vegetation
