Saturday. Mqy 11. 1974 Juniata College To Grant Degrees HUNTINGDON Juniata College will grant honorary degrees at its commencement exercises Sunday, May 26, to Dr. William W. Hassler and G.

Edwin Brumbaugh. Dr. Hassler, president of Indiana University of Pennsylvania and the author of three Civil War biographies, will receive the doctor of laws degree. He also serves now as president of the Pennsylvania Association of Colleges and Universities. Brumbaugh, an architect specializing in the restoration of historical buildings, will receive the doctor of humane letters.

Among the many Pennsylvania structures he has restored are Washington's headquarters at the Battle of Brandywine, Daniel Boone's birthplace at Baumstown, and the Ephrata Cloisters. (AP) Former state Atty. Gen. J. Shane Creamer, charged with criminal conspiracy and obstruction of justice in the investigation of a gangland- style slaying, has pleaded not guilty. Creamer and State Police Maj.

Roy Titler are accused of suppressing evidence related to the death of Philip Earl Cownden, 33, of Youngstown, Ohio. Titler pleaded not guilty at his arraignment last month. Following Creamer's a a i i a Crawford County Judge F. Joseph Thomas set June 17 as the date for a joint trial. The judge said he would hear pretrial motions June 7.

Cownden was found shot to death, his hands bound behind him, in French Creek south of Meadville in June, 1968. More than five years went by with no arrests until Dist. Atty. Paul D. Shafer convened a special grand jury to look into the case last December.

The panel issued a report alleging that Titler and Creamer instructed state troopers to question a suspect, James C. Wardrop, "without giving him his constitutional rights in order to insulate Wardrop from prosecution." Subsequently, a regular grand jury returned indictments April 1 charging Creamer with two counts of obstructing justice and one of criminal conspiracy. Titler was charged with three counts of obstructing justice and one of criminal conspiracy. Both men have said they are innocent, and Creamer reiterated his claim that the charges against him are groundless following his arraignment. The alleged suppression of evidence allegedly occurred in 1971, when Creamer was still attorney general.

Wardrop was also indicted on murder charges as a result of the grand jury investigation, and Friday's proceedings were delayed by a hearing on a motion to quash the indictment against him. Wardrop's attorney, Ballard Smith, contends his client was granted immunity from prosecution when he appeared before the state crime commission in 1971. Smith did not complete his presentation and Judge Thomas recessed the hearing until May 31. Creamer, 44, resigned as attorney general last year following a dispute with Gpv. Shapp over a wiretapping case.
