14th Eye A O'Neal Launches Farm Set-Up Under 1938 Adjustment Act Says Allied Measures Round Out 'Best We Have Ever Had' By the Associated Press. NEW ORLEANS, Dec. A. O'Neal, president of the American Farm Bureau Federation, said in his annual address today that the Agricultural Adjustment Act of 1938, with the Soil Conservation Act, the Marketing Agreements Act and allied legislation, gives us the best all-around farm program we have ever Farmers from throughout the Nation assembled for the opening of the federation's annual meeting after attending sectional discussions yesterday. criticism has been directed at the farm program, principally on the ground that cotton and wheat prices are disrtessingly low," Mr.

said. criticism is unfair, because everybody knows that the law was passed too late for wheat growers to comply on their 1938 crop; and everybody knows too that the surplus that holds the price down was not produced in was produced in 1937, when there was no control program in force. ask you where cotton and com and butterfat prices would be today if there had been no program this year. Compare the farm income this year with the 1932 figure, and then say candidly whether or not our programs have helped the farmer. MILLER.

Adkins in District Court as a consent degree in connection with the $5,000,000 estate of James McDonald, Standard Oil magnate who died here in 1915. Senator-elect D. Worth Clark, Democrat, of Idaho, as counsel for William H.

Langroise, executor under the will for James McDonald, was successful in reducing by twothirds the fees and commissions claimed, said Ralph D. Quinter, counsel for James McDonald, 3d, and Robert Alexander grandsons of the veteran oil man. Justice decree provided that the Fulton Trust Co. of New York and Joseph S. Gravdon of allowed $100,000 for their total commissions, in addition to those heretofore allowed, while their counsel, McKenney, Flannery Craighill of Washington.

D. and De Witt, Lockman De Witt of New York, be allowed a total of $50,000 as fees. Climax to Legal Battle. The consent decree came as the climax of a legal battle which started in District Court last week, in which the testimony of interested parties was heard. Previously, the court had impounded $250,000 to insure the payment of the commissions and fees for the counsel.

After communicating with the grandchildren, it was agreed that all parties were satisfied with the consent decree and so Justice Adkins signed the document. James McDonald was president of the Anglo-American Oil English subsidiary of the Standard Oil Co. of New Jersey, and lived for many years in England. He is buried there. His will left the residue of his estate in trust for his son James, who died in 1936 in Idaho, and to that son's two children, to be divided when the eldest grandchild reached the age of 30 years.

Clark in Case Long Time. Senator-elect Clark has been in the case since he praoticed law in Idaho and on behalf of Mr. Langroise, made a demand on the trustees, contending that death wiped out this trust and so the time fixed in the will for division and distribution was speeded up. Mr. Quinter recalled that the new Senator successfully maintained his contentions, an appeal by the trustees having been dismissed by the United States Court of Appeals here.

The trust for the grandchildren, said Mr. Quinter, still continues and testimony introduced at the hearing just closed disclosed that the accumulated income on their share of the extate exceeds $2,400,000. When the grandfather died, his estate was valued at $4,000,000, despite expenditures in the intervening years, it has grown, through the rise in Standard Oil holdings, so that it is now placed at $5,000,000. The widow of James McDonald became the wife of the Earl of Huntley, who has since died. I Mrs.
