In rebuttal, Adelanto City Manager James F. Allen said his city can provide a full range of services to the base, and he added, "No matter how you cut it, the City of Victorville provides no services other than streets." Allen noted that fire, water, park and sewer services are provided in Victorville by special districts which might or might not want to serve the base, and that the city contracts for its police force. "When It came to making a recommendation on that one (George Air Force Base), I simply ducked out of the responsibility," said LAFC Executive Officer Robert B. Rigney. Rigney said one city or the other could benefit from additional gas tax allotments and similar revenues if it annexed the base, but he said neither city has shown how the base would benefit.

He said the question can be considered In zone hearings later this year. Noting the absence of any expression by base officials, Rigney added, "I suppose they're wisely keeping a discreet silence at. this time." The LAFC extended Adelanto's zone to encompass an additional 10 square miles south to Falmdale Road, the northern boundary of Baldy Mesa County Water District. This area eventually The commission indicated it would want to confer with agencies serving the Oro Grande area to the north, Apple Valley to the east and Baldy Mesa to the southwest before finally ruling on these requests later this year. Victorville officials asked for zone expansions of about 12 square miles to the Quartzite Mountain area north or Oro Grande, about 2 square miles southwest to what would be the intersection of Bear Valley and Adelanto roads and more than a square mile that could carry the city clearly across the Mojave River into a developing area east of the junction of the river and the Barstow Freeway.

On the basis of past property owner interest in joining the former Adelanto Community Services District, the LAFC allowed Adelanto to attempt an annexation as far east as Victorville city limits George Air Force Base south to Holly Road. There was some discussion of leaving a half square mile in that area as a "no man's land" between the two cities, but the LAFC was finally swayed by Adelanto planning assistant James DeAguilera's argument that a common boundary "will encourage rapport" between Victorville and Adelanto officials. Victorville Tlanning Director Richard Nelson contended his city rather than Adelanto should eventually annex the Air Force base because Victorville is the main population center of the desert partly so that they can help pay for the over-sizing of water lines that eventually will serve, them. The annexation moves are still subject to protest procedures and a hearing before the Adelanto City Council. JUNE 29 Glendale Firm Will Landscape Cal-Slale Area SAN BERNARDINO A Glendale firm is the apparent low bidder for the landscaping of approximately 114,000 square feet around the new Commons Building at California State College, San Bernardino. Moulder Brothers was the lowest of four bidders with a quotation of $90,840.

High bid was from Roy Barnett of Riverside at Other bidders were Valley Crest Landscape, Santa Ana, and GTS Long Beach. After bids are checked by the chancellor's office, the contract should be awarded in approximately two to three weeks. The landscaping is to be completed within 90 days. The project includes grading, paving, irrigation system, lighting and the plantings. A sunken patio, approximately 85 feet square, will be constructed on the north side of the split-level Commons.

The plantings will include a bermuda grass lawn and trees such as crepe myrtle, sweet gum, Chinese flame tree, olive trees, pines and alders. The Commons, which will serve both residential and commuter students plus faculty and staff, is to be ready for use with the opening of the fall quarter in September.
