regained possession of it All city officials have had to listen to a steady outpouring of proposals from all directions One man who buttonholed an official with a proposition for a lease tossed hundreds of thousands of dollars around with reckless abandon but wound up by asking for a job at the basin Another put in a handsome bid for a lease on the restaurant and bar considerably higher than the $20000 offered by the successful bidder Charles Knight Investigation of the connections showed however an unsavory background and a credit rating of pretty close to zero Sharp business heads agree with city officials incidentally that the Knight bid was a surprisingly good deal for the city He first bid $20000 for a lease but when the city commission decided to lease for only six months he also intends to ask that the city investigate the possibility of constructing a municipal parking garage on the site of the city-owned parking lot on Broyard blvd 1 Plans for such a garage were drawn by Philpott former city manager some years ago the mayor revealed Construction could be financed with an issue of revenue certificates without cost to taxpayers he pointed out Parking garages using automobile elevators have been adopted by numerous cities-as a solution to traffic congestion Moore said our traffic plans be much good unless we can get parked cars off the he added In the final seconds of a seven-minute commission meeting the mayor instructed Link to study the question of construction of a Third ave bridge and a south side cause-way with city funds the State Road not going to do anything the city will have to do Moore declared referring to the bogged-down $19-000000 SRD bridge-tunnel pm gram for the county which in eludes a bridge at SE 17th st Link pointed out that the has been restricted to Tallahassee for the past few months because of the bond validation suit in Circuit court there However it may be back on the local scene in a big way Jan 13 when Tom Manuel of to the yacht basin bar and restaurant equipment will be resumed Tuesday morning If no agreement is reached it appears certain all equipment in the club will be removed In this case Charles Knight who has leased the club from the city for six months would be forced to close the club until he could the place himself He has previously estimated it would take him three weeks While no court' order was handed down Monday Judge Lamar Warren made it clear-to the litigants what his decision will be 'He said that he does nottye-lieve it proper for the city to use equipment and will issue a restraining order to prevent it On receipt of a petition from city attorneys- the judge said he would also agree to dissolve a temporary restraining order to allow Caterers to remove the equipment from the club The city obtained this order last week after claiming it has a valid lien against the equipment based on unpaid rent due from the xid Bahia-Mar Corp Carl Hiaasen attorney forrlhe city pointed out that if both restraining orders remained in force the city would be prevented from using the club premises in any way Judge Warren deferred his ruling pointing out that it would probably be to the advantage of both parties if some agreement could be worked out Conferences began with city officials and officials alternately consulting one another vice president Norbert Miller Indicated that his lem wants some cash He apparently has rejected a proposal to put the entire cost of the equipment in escrow pending settlement of the lien litigation If a final agreement is reached it will probably call for the qjty to buy4 a portion of the equipment for cash putting the cost of the remainder in pscrow Any such agreement would have to be approved by the city commission before it would be final
