living be going up like a skyrocket" Senate Republican Leader" Everett Dirksen of Illinois was asked at the White House news conference whether the administration expects trouble in trying to maintain defenders are just going to have to hold the line" against spending Senator Morse Will Run For President WASHINGTON UPI United States Senator Wayne Morse (D) of Oregon has become the third announced candidate for the Democratic presidential nomination He said he will campaign in the Oregon and District of Columbia primaries In both cases he will clash with Senator Hubert Humphrey (Minnesota) the other announced candidate United States Senator John Kennedy of Massachusetts has not said whether he will enter the May 3rd district contest or the May 20th Oregon primary decision to enter presidential primaries is viewed as a possible holding action to build up support for Adlai Stevenson A Wheeler District of Columbia campaign manager for the Oregon senator said that if Morse finds he win in the July Democratic convention his backers here want him to throw his support behind Stevenson Rayburn Elects Not To Serve As Parley Chief WASHINGTON AP House Speaker Sam Rayburn of Texas said today he does not to be chairman of the Democratic National Convention and will not accept the post Rayburn presided over the conventions in 1948 1952 and 1956 and there was no doubt the job could
