Owner, William Mar- chfllo, Philipsburg, Fa. Senate Rejects (Frtnt Page 1) oans now are handled through the Smaller Defense Plants (SDPA). Democrats charged this was a 'patronage grab" designed to provide jobs for Republicans. The Republican leadership's de- leat was attributed in some quarters to the absence of Sen, Taft R-Ohio) at the critical stages when a compromise might have seen perfected and a showdown vote avoided. Taft, receiving medical treatment for an ailing hip, wouldn't comment on this aspect, but he said in an interview he believes a compromise still can be worked out which the Democrats will support.

On the other side, Sen. May aank (D-SC) said the life of the SDPA will have to be extended for a year or there won't be any small loan agency at all. While Taft discounted the lasting effect of the vote, there seemed little doubt that Democrats would be striving to attain such unity again on major legislaion. McCarthy Plans (From Page 1) ---the shelves of the libraries, maintained overseas to give native readers access to U. S.

literature, what he termed 30,000 "Comma nist books." The New York Times, on the ba sis of a survey in 20 foreign capitals, reported yesterday that sev eral hundred oooks by more than 40 authors had been removed. It said there had been six confidential directives on the subject from the State Department since Feb. 19, and that interpretation of he orders varied from capial to capital. The Times listed these as among the better known authors whose works were removed in at least some libraries: Lillian Hellman, Clarence K. i Langston Hughes, Walte.

Duranty, Dashicll Hammett, Howard Fast and Edgar Snow. The Times said it found only one library, in Tokyo, where it was conceded that in the early stages "many" books and periodicals had been "burned or scrapped for pulping." Only 16 authors.jthe Times said have been listed specifically by the State Department in its book-cull ing operation. President Eisenhower spoke out on June 14 against "the book burn ers," and there was some specula, tions he had McCarthy in mind. The senator said he had burned no books and didn't think the President could have been referring to him. At a news conference lasi Wednesday, Eisenhower declinet to say whether the remark was aimed at McCarthy.

But he added that the State Department has his permission to burn books which openly advocate communism. McCarthy said he felt he has not yet "developed a real cross-section of the Communist authors" whose Pa. Lawmakers (Fran 1) agendas wan series of hodgepodge taxci de-signcd to come near to producing the 111 million Gov. John S. Fine has requested to balance hit 1953-35 budget.

The package includes a one-cent per pack increase in the state cigarette tax, new levy on cigars and other tobacco, revival of the penny-a-boitle soft drinki tax, one per cent levy on unincorporated business and a newly-dN- cusscd extension of the gross receipts tax to include gas companies. Taken as a whole, the program would produce 1M million dollars although there is much speculation as to whether the plan could pass as a package. Johnson snid the unincorporated business levy, designed to produce 35 million dollars, ran into strong opposition in the GOP caucus. There was talk that the extension of the gross receipts tax to companies, estimated to bring in 12 million, might be offered in Us place. Rep.

Charles C. Smith, House speaker, said he hopes that tax program of some sort will come up for a vote when the full House re convenes here tomorrow after i 10-day recess. The package hac been scheduled for vote June before many lawmakers walked out during a prolonged Democratic caucus. Any of the five taxes are in position for a final vote at any time the House leaders decide the time is ripe for a floor vote.
