President Creates Agency to Speed Rescue of Persecuted European Minorities WASHINGTON Jan P1 President Roosevelt created a War Refugee board tonight and directed it to attempt the rescue of victims of enemy oppression who are in imminent danger of The board consists of the Secre taries of State Treasury and War who are empowered to appoint a full-time executive director to administer the refugee assistance program A White House statement said the action was designed to bring about immediate rescue from the Nazis of many as possible of the persecuted minorities of Europe-racial religious or political-all civilian victims of enemy savagery" URGENT The White House said that Mr Roosevelt stressed that it was urgent for action to be taken at once forestall the plan of the Nazis to exterminate all the Jews and other persecuted minorities in Europe" Decision as to how the goal could be accomplished was left to the board It could perhaps make use of the International Red Cross neutral diplomatic missions or even underground movements in occupied lands In his executive order setting up the board Mr Roosevelt declared it to be "the policy of this government to take all measures within its power to rescue the victims of enemy oppression who are in imminent danger of death and otherwise to afford such victims all possible relief and assistance consistent with the successful prosecution of the war" CO-OPERATION Mr Roosevelt stated the White House said that he expected to get the co-operation of all the United Nations and other foreign governments in the program The State department was directed to appoint special attaches with diplomatic status or recommendation of the board to be stationed at spots where help might be rendered to war refugees The board will be charged not only with developing plans for the rescue of oppressed peoples but also with working out measures for their transportation maintenance and relief and for setting up "havens of temporary The executive order did not specify what government funds would be used for operations of the refugee agency but Mr Roosevelt empowered the board and the state Treasury and War departments to accept contributions or service of any private persons or organizations state agencies or agencies of foreign governments FUNERAL OF ARMY FLYER TO BE HELD TODAY AT 3 Funeral services for Lt Bishop Jr son of McAuley of 533 Oakland avenue has entered the Presbyterian hospital to undergo MR DEWEY AND THE DRAFT WASHINGTON Jan 22 The assumption now general in political circles that Gov Thomas Dewey of New York will be the next Republican nominee for the Presidency raises the question of how he will get around hii public pledge to serve his full term as Governor i declaration that he would not be a candidate for any other office and his assertion that no man was ever drafted for the Presidency without the draft To the ordinary man these statements would seem to impose an insuperable bar to his nomination To the ordinary man he would seem to have eliminated himself from consideration True he did not say as did General Sherman that nominated I will not accept if elected I will not but what he did say was certainly clear-cut and unequivocal Moreover there is little doubt that at the time he was sincere Therefore it is interesting to note that neither the politicians of his own party nor those of the Democratic party consider him under any moral obligation to live up to the full meaning of his declaration On the contrary they never thought he would if things took as they have a strong turn in his direction POLITICIANS are funny that way and the reasoning by which his friends now justify his probable nomination and which it is held his rivals and foes ultimately will accept has at least a certain plausibility Certainly it satisfies the politicians who are insisting upon making him the candidate They are quite and probably they are that no issue of bad faith can be made against him either in the convention or in the campaign on this score As to General historic statement it is they say absurd to use that as a yardstick General Sherman was in the army He was neither a public man nor a party man His position was entirely different from that of Governor Dewey If the latter had taken any such attitude he would have assumed first that he was going to be nominated and second that he Is a bigger man than his both of them assumptions he was not entitled to make For another thing it is argued no public and party man is justified in refusing a Presidential nomination which comes to him without effort upon his part and as a result of a real party demand Certainly if he did that this year he would close the door of opportunity for other years Naturally he wants to be President of the United States Who In his position When he declared that he would serve his full term as Governor and would not be a candidate for any other office he meant it At the time he had no thought that there would be anything approaching a genuine in which there would be no connivance on his part Perhaps there will not be such a draft but if there is certainly he would have to yield and there could be no question of bad faith or lack of sincerity All he has to do is to keep his word about not being a candidate refusing to enter any primary or take any action that justly could be construed as promoting his candidacy or conniving in the NOTHING MORE than that can reasonably be expected of him To do anything more would be foolish: to do anything less would be insincere That is the argument and most politicians think it a sound one It is further pointed out that Woodrow Wilson became a candidate for a second term in 1916 although at his insistence a one-term plank had been put in the 1912 platform In view of that precedent it is held Mr Dewey hardly could be indicted because he regarded a call from his party to take its Presidential nomination as nullifying his early statement of his purpose to serve out his full term Particularly it is held the charge of insincerity could not be made against him by the Democrats whose candidate Mr Roosevelt had engineered and directed his own in 1940 and again feigning reluctance repeated this performance in 1944 That is the defense It satisfies the politicians and it is likely it will satisfy the people In any event it does seem clear that if Mr Roosevelt is again nominated the issue of insincerity is the last one his partisans would want to raise Mr Dewey through his friends has let it be known that if the convention nominates him he will accept but that he will not raise a finger to get the nomination To some extent this is conniving in the draft Certainly it is not General Sherman stuff but that is too much to expect It may not be 100 per cent sincere but in any event it does not approach in insincerity the phoniness of the 1940 Roosevelt draft nor the false pretense of what is now being done to insure his fourth nomination iEEHODA! YORK Jan (JF) -James A Farley had no comment tonight on the suggestion of former Governor Rivers of Georgia at a meeting of the Democratic National committee in Washington that Farley be brought back into party councils "I have not read the story and naturally would not said Farley In answer to a question as to his reaction to the selection of Robert Hannegan as new national chairman a post once stated Promoted Duncan Calder Jr a surgeon with the Charlotte Evacuation unit in Italy hag been promoted to the rank of major in the Army Medical corps He is the son of Mr and Mrs Calder of 2222 Mecklenburg avenue and Is a graduate of Davidson college and the University of Pennsylvania Medical school He practiced medicine in Charlotte and Concord prior to Joining the Army Mrs Calder the former Miss Mary Frances Barn-hardt of Concord and their aon Duncan III are making their home with her parents Mr end Mrs Bernhardt of Concord Funeral Services For Brother of Charlotte Woman Held In Virginia James Bogan Belk of Charlottesville Va brother of a local woman died suddenly Wednesday after a heart attack Mr Belk who was born in Monroe was president of the Albemarle Oil and Gas company and a well-known horseman He was the son of the late Mr and Mrs Belk and was 57 years old He went to Charlottesville in 1912 to make his home In addition to his oil business Mr Belk owned a string of horses which he had raced for years on Maryland Naw York Delaware and other eastern tracks He was the first president of the Maryland Horseman's Protective association Mr Belk was married to Miss Marion Jones daughter of the late Charles Jones of Culpepper Va who survives him Also surviving are two sisters Mrs Grace De-Laney of Charlotte and Mrs Gay Ledbetter of Concord two brothers Thurlow Belk of Black Mountain and Winfred Belk of Cheraw and a number of nieces and nephews Funeral services were held at 11 Saturday morning from the residence Services were conducted by Rev Blanton Belk a Mayor Emmey Gleason SALVAGE DRIVE GAINS IMPETUS Commando Head Reports New Rise After Brief Holiday Season Slack Salvage collections by Junior Commandos in the city schools rose again last week to a good working level after a slack season following the holidays Walter Hogan Jr local Commando head reported yesterday with the weighing in of 16768 pounds of waste paper alone in the seven schools checked Eighteen schools are participating in the program but each school does not report each week he pointed out iron coming in too well probably because there much around he said iron and rubber too are still needed in the salvage Commandos at the seven schools brought in 1719 pounds of scrap metal and he urged that they make a special effort in that direction during the next few weeks The Commandos are not collection agents for tin cans which are picked up by city sanitary department trucks he noted Collections are weighed in by members of the Junior Chamber of Commerce which sponsors the Commando organization SOUTH GASTONIA PUPILS BUY JEEP EXCEED COST GASTONIA Jan 22-Going all out for victory students of South Gastonia grade school of which Brown Baird is principal have oversubscribed to a quota they sat for themselves January 1 It was $1165 in war bonds with which to buy a jeep for Uncle Sam's army that being the cost of one of those vital pieces of war equipment for our men Through their concerted efforts that amount was topped yesterday by $114 Final total of sales of bonds and stamps through that day showed the total to be $1279 During the first week of January sales totalled $700 Friday $579 was added to that Mrs Hal Little one of the veteran members of the faculty had much to do with inspiring the students to do this big job She placed in the hall on or before March 15 LIEUT EDMUND OCUMPAUGH Son of Former Charlotte Woman Was Serving In Navy In South Pacific Word has been received here that Lieut Edmund Ocumpaugh IV of the Naval reserve is missing in action in the South Pacific where he was serving on a submarine Last July he was awarded the Navy-Marine corps medal for distinguished service He was commissioned an ensign in the Navy in 1941 having completed four years of Naval training and having been graduated from Harvard university During his senior year there he served as platoon commander and held the cadet rank of lieutenant (jg) He became a full lieutenant in the Navy last February Lieutenant Ocumpaugh is the son of Mr and Mrs Edmund Ocumpaugh III of New Haven Conn His mother was formerly Miss Lucy Belk of Charlotte and Fort Mill He is also a great nephew of Mrs Gatling of Charlotte and a cousin of Belk Heath Heath Dr Heath Nis-bet and Sinclair Stewart all of Charlotte Commander Harold Hunter of the Navy executive officer of the V-12 unit at Harvard said "Lieut Ocumpaugh was graduated from the unit before I returned to active duty but during a too brief two-day association with him I formed a very high opinion of his professional qualifications his charm and his courage I am sure that in his last engagement he conducted himself in accordance with the highest traditions of Harvard and the Navy RITES SET FOR TODAY Funeral For Church Street Resident to Be Held At Brevard St Methodist Funeral services for Mrs Mollie Elizabeth 82 who died at her residence 843 North Church street at 2:30 yesterday morning accepted the call to the pastorate of Independence Hill Baptist church in the Croft community south of Huntersville as successor to Rev Melvin Stallings who has gone to his new work at Loyal The new pastor begins his work with the indebtedness on the handsome new brick church structure virtually retired He and Mrs Matheny and their little daughter have moved to Huntersville where they will make their home during their work in the new charge Rev Mr Matheny was born at Caroleen in Rutherford county He is the son of Mr and Mrs Matheny of Spindale He went from Harris High school at Harris to Wake Forest college from which he was graduated in 1940 While in college he married Miss Grace Clements the daughter of Mr and Mrs Zolon Clements of Rutherford ton who taught in the Vance High school near Wake Forest until Rev Mr Matheny was graduated After his graduation Mr and Mrs Matheny moved to Charlotte He has been teaching in the Thomas-boro-Hoskins school district and doing supply work in committee on judiciary of which Representative Weaver of North Carolina is a member has acted favorably upon and asked the House to immediately pass the two bills of Representative Sam Hobbs of Alabama which completely revise the fee system in effect in Federal courts and establish a flat fee system with the result that Federal court fees are slashed about one-half The first bill deals with fees charged by clerks in district courts and substitutes payment of a flat fee of 15 dollars instead of the multiplicity of fees that may be charged which in some suits may total under the present system 30 different fees The second bill which applies to circuit courts of appeals extends the system through that court and establishes a plan under which "It shall no longer be necessary to buy justice in the Federal courts by paying excessive as Mr Hobbs puts its JODD SENTENCED IN NEGRO DEATH CASE FAYETTEVILLE Jan Wayne Todd of High Point was sentenced to seven to 10 years In state prison by Judge Burney in Superior court following his conviction of second degree murder for the shooting of James Faison Negro filling station keeper here last October The jury recommended mercy The University of Iowa in 1942 His thesis which he wrote twice in Braille and then transcribed on the typewriter was later published in book form as "The World at My Finger Tips" Written in less than nine
