a new city last night set up a study group to determine what type of governmental reorganization move if any they should favor The investigating committee temporarily headed by Andrew Lavagnino was appointed after hearing presentations by Irwin Lichen and Guy Fairchild who spoke on behalf of the Citizens Committee for Incorporation Edwin Morgan submitted to the nearly 60 person audience the arguments of a group which seeks to exclude all the area south of the American River including the Cordova residential developments from a proposed 165 square mile city northeast of Sacramento Not Wholly Convinced The listeners made it plain they were not completely convinced by the reasoning of the incorporation advocates or Morgan But it was equally clear the audience found some merit in certain aspects of the cases made out for each side Questions directed at Lich-ten and Fairchild after their presentations evidenced strong skepticism that the Cordova area would benefit greatly from incorporation The region several residents asserted is among the lowest tax areas in the county What they asked could incorporation do to better their existing level of services? Claim Improvement not claiming incorporation will give you the level of urban services you get at 9th and Lichten replied will annexation if it comes But I think better than Vhat you Fairchild was pressed by several in the audience to name specific services which would be improved in the Cordova area through incorporation He listed these: Planning for future growth and a generally higher level of services for about the same amount of taxes He said this would be accomplished by a combination of representative local government and financial aid from various subventions available to municipalities Strong Arguments Some of arguments against incorporation include: can propose something like this without raising taxes and what happens' when the bond issues begin to come? This is something being crammed down your throats being dictated to If you sit back and wait for an election the percentage across the river is going to pull you into this deal In Our plans of the incorporation sponsors the region south of the American River is going to be the industrial and agricultural section for the north area going to put the smog in our faces going to happen after the
