entail Although state property is exempt from taxation it would appear to us there would be considerable material benefits derived from annexation of the State Fair site Annexation Peirce further pointed out would give the fair property the advantage of city police and fire protection Peirce is the chief fiscal adviser to the fair 2000 feet upstream from the Carmichael water intake pipes Water district officials and their attorney Archie Hefner appeared at the board meet ing yesterday to protest the plan The supervisors agreed to postpone awarding bids pend' ing a 10 day notice to the irrigation district Points Cited Carmichael spokesmen base their opposition on these points supported by Stewart: 1 Even the best modern methods of treatment cannot eliminate detergent and urine taste or insure complete safety from virus and bacterial infection carried in the sewage 2 The plan could set a precedent for dumping treated sewage by other areas along the river The cumulative effect would pollute the river 3 The board of health and the state pollution board cannot act in these matters until after the damage is done Then extensive and costly litigation often is 'necessary to correct the situation 4 The best disposal method even though somewhat more expensive would be the pond system wherby the sewage would be filtered through open ponds into the ground Says Requirements Met Engineers who designed the proposed enlargement have said their plans meet all the requirements of the board of health and pollution board County Engineer Arthur Kiefer told the supervisors yesterday he is sure the dumping will not result in contamination of the river protest meeting is expected to be attended by water officials parent teacher association health committee members and private residents Fire In Storage Shed Causes $13000 Loss Battalion Fire Chief Frank Hultado today placed at $13000 the loss resulting from a fire yesterday afternoon which destroyed a storage shed and approximately 100 bales of rags on the property of the Junk Company at 1800 6th Street A boxcar on a Southern Pacific Company siding adjoining the shed was scorched by the flames Brown a fireman residing at 7121 20th Avenue suffered an injury to his foot when he stepped on a nail while fighting the blaze Hultado said the fire may have been started by boys who were reported to have been smoking near the building shortly before the fire was discovered The blaze was brought under control 45 minutes after the arrival of firemen but they remained at the scene for four hours to extinguish the smoldering bales of rags Each bale weighed between 1200 and 1300 pounds trails 300 picnic tables all are tucked away in fir pine and oak sheltered coves in the Granite Bay area on the Placer County side The new facilities have been added by the state division of beaches and parks as part of its program for developing the lake on a scale unprecedented at other reservoir recreation sites Gordon Cooley state park ranger in charge said no other lake in the state park system serves as large a population area nearly 1000-000 from Northern California and the bay region And starting this weekend a 50 cent charge for each auto for picnicking or boat launching will go into effect to help maintain the park and continue its improvements Cooley noted the charge is nominal and below the price charged for many state park facilities Here is how to get there: (1) US Highway 50 to the City of Folsom where the visitor can choose between the Granite Bay area on the northern Placer County side of the lake or the Mormon Island area on the south side (2) the old Auburn Boulevard to Greenback Lane to the Folsom-Auburn Road (3) US Highway 40 to the intersection east of Roseville Placer County where a new access road is being constructed direct to the Granite Bay area The road still is quite bumpy but passable Hospital's Expansion Fund Is Completed Dr Dorothy Patterson administrator of the Arcade Hospital today announced financing has been completed for a $300000 expansion program at the hospital Arrangements were concluded when the small business administration sent word the request for a $196000 loan has been approved The remaining $104 000 has been raised by doctors The addition will be a separate building on the four acre site at Arcade and Del Paso Memorial Events The federal office of edu cation in Washington DC announced today the allocation of $83820 to the Arcade School District for school administration and operational expenses The money is provided under Public Law 874 for school districts which are educating children whose parents are employed in federal installations There are 1383 pupils in this category in the Arcade School District Del Paso-Robla Fire Area Adopts $47000 Budget Commissioners of Del Paso-Robla Fire District last night adopted a $47000 budget for 1958-1959 and announced an 8 cent decrease in the tax rate Last budget was $49432 and the tax rate was 83 cents per $100 of assessed valuation Warren Jones fire chief quoted the commissioners as saying they were able to cut the spending program because of an unexpected drop in capital outlay for the coming year He said the district expanded its fire hydrant coverage last year Business Failure Is Listed Frank Bertram and his wife Mary operators of a carpet business in executive board of the Sacramento City Employes Association today named a special committee to investigate the reasons for the reassignment last week of Arnold Gamble from the detective bureau to the uniformed division of the police department Gamble subsequently submitted his resignation to the association from the office of president contending his new duties in the police department will prevent him from performing properly the functions of the presidency Gamble contends his reassignment in the police department was prompted by his activities as president of the employes association of the employes association will sit in with the special committee as ex officio members Hicks Denies Police Chief James Hicks and Chief of Detectives George Lofquist have denied reassignment had anything to do with his activities in the association They stated the transfer was ordered because of dissatisfaction with the work in the detective bureau Gamble will receive $20 less monthly as a uniformed patrolman than he did as a detective Sacramento County Counsel John Heinrich is preparing a new boating and water skiing ordinance to be presented to the board of supervisors for consideration Heinrich said today he has been working with Placer County officials in drafting the proposed ordinance and that it will be similar to the one adopted this week by the Placer supervisors He explained that since much boating in the county is on Folsom Lake waters which are shared by Sacramento Placer and El Dorhdo Counties the regulations are being planned so they will closely parallel those which will be in effect in Placer County However Heinrich said boating operations on river waters in Sacramento County also are being taken into consideration in preparing the ordinance Coast guard regulations are being considered in drafting the ordinance which will govern such things as designation of boating water skiing and swimming areas reg istration of boats equipment on boats speed
