lines creating three high school zones will become effective July 1 1958 Their adoption climaxed more than a study in preparation for next opening of Hiram Johnson High School at 65th Street and 14th rights board today ended the long series of public hearings on proposed diversions from the American River The testimony taking began a year ago on 66 applications filed by 22 agencies for state water permits on the river Power permits have been issued to the Sacramento Municipal Utility District for its Upper American River Project but documents for proposed consumptive use of the water are pending Board action is not expected before January 1st Among the applicants are Sacramento the Elk Grove Irrigation District and the federal bureau of reclamation for operation of the Folsom Project Time Is Asked John Bennett assistant regional solicitor for the federal department of the interior requested until December 4th to submit proposed conditions on permits to be issued to the reclamation bureau The move is expected to clear the situation as to how other applicants would be able to get permanent rights to water developed at Folsom To Avoid Site The board announced it does not intend to issue any permits for projects which would result in inundation of the Gold Discovery Site State Park at Coloma El Dorado County John Morris deputy attorney general representing the state park commission pointed out the legislature passed a law prohibiting flooding of the site Sacramento SMUD and Elk Grove have applications for proposed projects at Coloma Martin McDonough attorney for SMUD and the city said neither agency is pressing for these applications Problem No Less Severe But he pointed out the elimination of prospective water development sites by legislative action does not make the problem of supplying the growing power needs any less severe need for he stated met for a relatively few years only by the Upper American River Project SMUD will again bring its problems to this board when occasion Forgery Suspect Enters Innocent Pleas To Charges James McCormac of 665 Ford Road Del Paso Heights self styled import-export dealer pleaded innocent yesterday in the superior court to forging checks for $14700 and $250 Deputy Public Defender William Heekin entered an additional plea of innocent by reason of insanity Superior Judge Raymond Coughlin set trial for November 7th and appointed two psychiatrists to examine McCormac According to Deputy District Attorney Kenneth Wells McCormac posing as a businessman cashed the forged $250 check and asked the American Trust Company branch in Country Club Centre to deposit the $14700 check to an account in the bank The bank gave him a receipt for the bigger check but held it for checking with a Denver Colo bank on which it was drawn A few days later word was received it was not good Wells said McCormac forged the name of Kenneth Alexander of 4712 Kenneth Avenue Carmichael to the check The prosecutor said McCormac talked Alexander into associating with him in a plan to import and export machin- ery Alexander went to the nttmW district attorney office when of his personal checks i i Ji ift4llftlft' Three More Air Raid Sirens Are Set Up By City The installation of three new air raid sirens in the city has begun This was authorized recently by the city council and City Manager Bartley Cavanaugh The new sirens to be located on Elvas Avenue north of the Street subway near the Fruitridge Shopping Center and near the sewage treatment plant in South Land Park Terrace will be tested later this week as soon as installation is completed The additional equipment will bring the total number of public outdoor warning sirens to 20 all of them attached to a central system so they can be sounded simultaneously with the flip of a single dial Plato city civil defense director said the additional units will increase materially the sound coverage of the warning system The new sirens he added will have a two toned sound much like those used in England during World War II so the pitch will be somewhat different from that of the previously installed facilities The three units including the foundations which are already in place cost a total $4665 to be paid with matching city and federal funds They were purchased from Robert Zievers Company of Laverne Calif -jHoidup In Service Station Nets $30 Two armed robbers last night forced Leonard Daigle attendant in a service station at 6500 Folsom Boulevard to open an office safe and cash box and escaped with $30 after ordering him to stay in the rest room of America Following Is another article by the Spaniard By Rafael Salazar Shreck Reminds Voters Of New Appointment City Councilman Murle Shreck today called to the attention of voters the fact that while his name appears on the November 5th munici pal election ballot actually he no longer is a candidate for reelection to the council He will resigp from the council before completion of his present two year tergi in order to assume the duties of a Sacramento County superior court judge on December 4th Shreck was elected to the council in November 1955 and took office the following January Plans To Resign will assume my duties as judge of the superior court on December 4th and will resign from my present seat on the city council before that Shreck said had already qualified as a candidate for another term on the council when Governor Gobdwin Knight announced my appointment my name will appear on the ballot even though I am actually no longer a candidate and could not serve if elected I therefore ask those who would have voted for me had I been able to serve not to do so and to vote for another candidate This is the democratic tradition has been a stimulating and challenging experience for me to sit on the city council and I take this opportunity to thank the voters and my many friends for making it possible I have learned much about local government during my term on the council Well Managed City my opinion the City of Sacramento is one of the best managed of any in the country In spite of rising costs increased population and expanded municipal services the city government under the very capable direction of our city manager the efficient administrative staff and the loyAl support of our very fine group of city employes has been able to build up a cash surplus and reduce taxes for two successive years have I worked with such a fine and public spirited group of men as the present city councilmen and I feel they should all be returned to office This will assure the citizens of Sacramento of continued good city Shreck will be a candidate for election to the superior Hornet Coach Will Address Rotarians Johnny Baker head coach 17th Street today outlined the platform on which he is campaigning for election to a fourth term on the city council on November 5th In asking the voters of Sacram to support 1 my candidacy for 1 c-tion I do so with the full realization the responsi bilities of the 0'fdo not NG Culjis intend to outline a long list of things which should or should not be done in order to keep our local ship of state on even keel I only reiterate a solemn promise made when I first sought the position of councilman that my best judg ment and efforts will be reflected in whatever I do and the welfare of the city as a whole will be my only concern will continue to be my policy if reelected to keep the expenses of our city government to the minimum possible without the curtailment of essential services However I do not advocate a penny pinching policy The citizens of Sacramento de mand and expect certain fun damental services and I am confident they are willing to pay the cost as long as they are satisfied there is no waste As Directors city government can be likened to a large corporation the policies of which are formulated and carried out by a board of directors Under the city manager-council form of government the council-men -are the directors Therefore it is the duty of these to be fully cognizant of the affairs of the city to clearly announce their policies and to enact legislation which can be intelligently carried out by the administration there is no necessity for interference by the city council in the operation of departments of the city government except to see the administration heads are doing a good job Business principles of government actually are the major plank in the platform on which I base my candidacy All other things naturally follow a business administration Good business in government means econo- signatures He said Kit Carson Junior High School graduates in his district will be separated from their friends most of whom will attend Sacramento High School Assistant Superintendent Arthur Polster who headed the realignment study explained that following junior high school boundaires would have barred the allocation of proper student loads to the three high schools He pointed out attendance zones of Lincoln Sutter and Peter Lassen Junior High Schools also will be bisected by the new high school lines He said the creation of zones would rule out athletic eligibility for students residing in them Mother Protests Mrs Dale Wheadon of 5308 Street who has two daughters in attendance at Sacramento High School said the compulsory switch will work a hardship on students working for scholarships or running for various offices Dentist Calls For Water Fluoridation Dr John Kennedy a dentist member of the board expressed the hope findings of a federal and state dental survey in the city schools will spotlight what he called the need for fluoridation of water supply The board authorized the federal public health service and the state department of public health to examine more than 1200 children between the ages of 5 and 14 for gingivitis a gum irritation The study will be conducted in the Lincoln Mark Twain and Crocker Elementary Schools and the Lincoln Peter Lassen and California Junior High Schools Data will be compared with findings in other California sections and cities outside the state to determine among other things the effect of fluoridation on the gum ailment Nursing Curriculum May Be Reduced Superintendent Burkhard disclosed Sacramento Junior College probably will reduce its nursing curriculum from three to two years before 1960 under the provisions of a law enacted at the last session of the legislature He said experience elsewhere has established the success of two year programs Sutter Junior High Bids Will Be Called difficult to have lunch in Madrid dinner in London and be back in your office by the following morning But here oh boy I traveled through the California state hours and hours just to be able to see a friend who was once in Madrid and now is living with his very nice family in Morro Bay just around the corner Bob Meyer wrote to me inviting me to go to see them all are now very close to each he told me And we were of course It was a mat ter of eight hours returning in a wonderful bus Just around the comer In A Lot Of Places By now after being here a couple cf months I have been in a lot of places and it was not necessary for me in order to travel hundreds of miles to leave the state I went to Modesto and Fresno I have been in San Francisco which is by the way a wonderful city and as I have already said I visit Morro Bay and San Luis Obispo And I had the privilege of visiting things so Afferent as an old Snanish so different as an old Spanish Mission and a very modem winery several high schools and one of the most important canneries in this country And a place in Modesto where a turkey will be a packet of succulent meat wrapped in cellophane exactly to travel in a truck delivering newspapers from Modesto to San Luis Obispo It was won derful and I enjoyed it very much indeed As it was raining thal day we had to put the papers in the newspaper boxes or wrap them in enve- lopes
