ly ing Trip Home Talks About Leg islative Affairs at Raleigh Hon Luther Bost our Repre sentative in the General Assemblypent Sunday at his home in western Stanly upon his return from Mor ganton where he served with a leg islative committee in inspecting the State institution for the deaf and dumb Mr Bost spent a few moments with the Enterprie editor before leaving for Raleigh Monday afternoon He talked freely of the work of the Leg islature and especially of the bills af fecting Stanly county Messrs Mc Neely Eftrd and Bost have introduced several bills looking toward better conditions among our citizens We mention a few of these: A bill to abolish the office of County Treasurer in Stanly county ratified By the provisions of this bill our County Commissioners have a right to empower the banks to handle the eountv funds provided eveh banks give bond as did the county treas urer formerly within 60 days of the holding of peiuMgin by any political party Um MU We feel sure will meet the approval of most of the voters in the county A bill to abolish all slot machines punch boards and chance schemes of whatever nature where purchaser gets less or more than value render ed in each and every purchase This bill will work no hardship on our merchants will protect purchasers and at the same time be conducive to healthier morals A bill to incorporate the town of Oakboro By this bill western Stan growing town will have a chance to grow a mile up and down the Nor folk Southern Railroad A bill to amend the road laws of all the townships in the County with the exception of North and South Al bemarle The latter will be included in a separate bill By the terms of the amendment a majority of the peo ple in the different townships may determine whether they will work the roads by special tax or by free labor In the former ease upon the road supervisor being notified by petition that a special tax is desired the com missioners will levy a tax of only 10 cents on every $100 worth of prop cry or 80 cents on the poll In cane free labor is desired the bill provides that every citizen affected by the lawhall work the roads in Lis own sec tion at a rate of 80 cents per diem at a convenient time The foe of the highway commissioners Las been re duced to 130 per day the time ol meeting of the commission being set for second Mondays in April July October and January The register of deeds will act as clerk for the com mission as in the meetings of the county commissioners The road bill is a good one and should serve to do away with complaints about the way the roads are worked in the county Mr Bost fells us that bills seeking to provide a State Examination Board for teachers a State Highway Com mission and a State ish Commission will probably fail of passage on ac count of the large appropriations that woul4 be necessary to inaugurate these new features He expects a pro hibition bill in some form to pass The Legislature will close in about three weeks MR JEROME MOVES TO GREENSBORO Salisbury Post 16th Jerome left Salisbury yester day moving to Greensboro where he locates for the practice of law Mr Jerome and his family drove through to his automobile and the furniture followed to day Mr Jerome has made all arrange ments for taking up his home in Greensboro having last week rented home and office He will not be associated with any one in practice Mr Jerome is a man of unusual le gal ability and his friends expect him to do well at Greensboro Salisburyegrets to lose him and wishes him a large succesi in his new home Dur tag his residence in this city Mr Jer ome and his most excellent family made many friends and these will all take pleasure in watching hirrt build up a large practice in Greensboro and Ind a substantial place in the com this the eighth Congressional district besides being a good public servant a clever gentleman and much interested in the welfare of his constituents is also a man of public spiritedness in a way that counts When eotton was sell ing at 6 cents in order to improve conditions and assist some needy farmer he purchased at 10c per pound a bale of cotton in every coun ty in his district This was commend able but recently when called on for a donation fur the arm Life School he donated his Rowan bale to this worthy institution County Commis sioner Gray having received a letter from yesterday to this ef fect This is doing all that a Congress man could reasonably be expected to do in this line but shows how com pletely our Congressman is filling his obligations to his people If Con gressman Doughton has failed in any particular point to render full and acceptable service we have yet to hear the complaint Mr Doughton is highly esteemed and justly so here abouts BARACA PHILATHEA UNION City Sunday School Union Holds In teresting Meeting at irst Street Methodist Church On riday night of last week the Baraca end Philathea classes of the city met in Union some two hundred cr more strong at the irst Street Methodist church This was a most enjoyable and beneficial meeting ana one which demonstrated the deep in terest felt in united movement among the organized Sunday school classes of our town Our efficient president Patt Cog gin opened the meeting with a few appropriate remarks after which Rev Whitley led in prayer The business session followed Reports from all classes present were read giving membership collections new members added and other things ac complished during the month One class West Albemarle Baptist Philatheas reported membership ot ninety while the irst Street Meth odist Philatheas proved to be the banner class for winning new mem bers having added eight during the month Mr Griffin in his address of wel come made all feel glad that they had come and 'ssured us that the Sunday school of irst Street Metho odist church was glad to open the doors of their beautiful new home to all not only on this occasion but at all times Interesting programs were rendered Sunday school The Union accepted the invitation extended by the Central Methodist church classes to meet with them on riday night March 12 It is hoped that the Sunday school classes from other churches of the city may join the Union giving and receiving help and inspiration through the spirit of united brotherhood Kirk urr While Resisting Arrest at Norwood Breaks Bottle Over Of ficer Snuggs Head Seriously Wosnding Him On last Saturday afternoon at Nor wood Policeman Snuggs a brother of Snuggs of this place was se riously injured by Kirk urr of Nor wood rom what we can learn Mr Snuggs had arrested urr for diaor dsrly conduct and was preparing to put him in the lock up when urr turned upon the officer Wilhoit had been deputized by Mr Snuggs who could use only one arm to as sist him in placing urr behind the bars While Mr Snuggs was unlock ing the door to the calaboose Mr Wilhoit was bolding urr At that point the prisoner jerked loose from Mr Wilhot picked up a quart bottle lying near and used it with telling effect on Officer Snuggs head Mr Snuggs was knocked down and kick ed several times by his assailant A bystander came up at this juncturend succeeded in getting urr in the calaboose The wounded man was taken to his home where his injuries were looked after by Doctors Hath cock and Campbell It was found that the skull had been broken and that there were probably serious internal injuries urr was brought to Albemarle on Saturday night and placed in jail to await trial urr Is only about eighteen years of age but has been arrested several times before for dis orderly conduct The outcome of his trial will depend largely upon whether Mr Snuggs recovers from his injuries or not Mr Snuggs son Collie Snuggs of this place was called by to his bedside Tuesday and it is of young friends drove to the parsonage at the Meth odist church and while the company all remained seated in their buggies and the large number that had gath ered to witness the affair stood around with good things to eat and a number of friends awaited to greet them We wish them a tong and happy life Cor ATAL ACCIDENT AT CONCORD Concord Ttimes Ira Mehaffey was instantly killed and Messrs WJdenhoure and Wright Tucker were painfully but not seriously injured when Mr Widen automobile crashed into the concrete steps in frot of Can residence on North Union street Sunday morning about 1 Mr Widenhouse was driving the machine a ord touring car and Messrs Me haffey and Tucker were on the reareat when the collision occurred The machine struck the steps with terific force and Mr Mehaffey was But it must not thus offend too often But the rain ought to be a blesring to us in rhore ways than one Besides storing avt a vst quantity of water in the subsoil for s'ln me use and to tide us over a possible we should allow it to remind us of the need of better streets and sidewalks Here we have been wading and pull ing along in the mud all winter and at night we have not had the advan tage of street lights just because we are minus those useful tokens of civi lization for public spirit and some money with which to We have two excellent opportuni ties for lights The River View Rol ler Mills are situated about two miles away on Rocky river and would lend us the wonderful water power which goes to waste all night long while we grope in the dark If we only had the money to put in the dynamo and to put up the wires! Then there arc three other plants both in town and both run by stean One of them could hitch a dynamo to its engine at dark and run all night without im paring its work at all But our people do not think we can do it There does not seem to be any senti ment in favor of making such a move or any attempt to better the condi tion of streets or sidewalks But loves Albe marle is little better when it comes to the matter of streets and side walks But I will not attempt to right the capital of the county lest some one should truthfully say before your own Now seriously why can we not be a little more progressive? Our people have many strong points They are a sturdy race and deserve much but are a long shot too It is much easier to get into a rut than to get out The ad vantages of Norwood as a location for a manufacturing plant are hard to over estimate Its railroad facilitiesre equal to the best in the state It has outlet in all directions by rail and it would seem that when war times are over there surely will be an effort to utilize the wonderful advantages here afforded Local conditions have much to do with inducements of capital for invest ment in any place Let us make this the best town of its size in the state and make it so desireable as place to live that people will be attracted here Our school is a fine institution The churches are active and busi ness as good as other places and contemplating what the replies will be Great Britain has already intimat ed that British merchant ships have been advised to use neutral flags only in care of emergency and no general use of such flags is antici pated The German minister of the Hague has issued another warning to neutrals to the effect that in view of the alleged declaration of all the British ports at war ports and the use of neutral flags by British ships it would be dangerous for neutral merchantmen to visit the prescribed waters after ebruary 18 So far as the East Prussian situa tion is concerned the Russian offi cial report indicates that the Rus sians having evacuated the greater part of the German provinces are making a stand on or near their frontier whether for a pitched bat tle or to delay German advance it remains may either strike be tween Tilsit and Insterburg in east Prussia or threaten to cut von Hin communications with Thorn by a movement along the low er Vistula No further change is noted in the Carpathians but the Austrian official report which omplains of the ob stacle of snow and of the strong pressure of the Russians suggests that their offensive has partly failed While the Austro German force in the eastern part of the range seems to have been strong enough to com pel the Ru sians to retire from Bak owina the Russians appear after the fierce battles of Sunday last to have almost The German emperor has returned from the eastern front to Berlin to 'onfer with his generals including von Moltke who was re tired after the first stages of the war inancial experts in Berlin are re ported to be arranging to float an other internal loan of 1250000 000 It is said that Russia also contemplates floating an internal loan of 250000000 In England the increased cost of living occupies the attention of the government and while Premier As quith has declined to assent to the fixing of maximum prices steps are being taken to improve the situation The government too is considering mens
