Assistant State Auditor Romig and was submitted to the governor by State Auditor Bryan Willis It was dated Oct 26 Since that date the cabinet has consolidated all custodial institutions under Terry Lee former state budget director who now holds the newly-created position of institutions coordinator RECORDS INCOMPLETE The prison's "accounting records are not set up in accordance with the provisions of the law" the audit report said "Complete financial information was not available to provide adequate control over revenue receipts disbursements and prison property "Incomplete records were kept of supplies equipment and livestock No records were kept of supplies on hand In very few instances were receipts given for prison property sold and in many instances money collected from sales was not forwarded to the state treasurer for deposit as required" by law "In addition to the inadequate management of the finances of the prison the records indicate that prison property was converted to private use without due payment and that prison labor was used on private proj eels "Automobiles were purchased with local funds apparently without the knowledge or approval of the board of commissioners in direct violation" of the law Reporting at the cabinet's specific request on construction of a houseboat by Godwin prison production manager the auditor confirmed an earlier statement by Prison Supt Chapman that Godwin had paid $27902 for materials used in the boat HUNDREDS TO ATTEND The commission expects hundreds of canners shippers and growers to attend the meeting "This is a joint problem affecting all factors in the industry" the Lake Wales citrus chairman said "The deal is sick and everybody is feeling the pressure and wanting to do something about it" Prices on all types of citrus now are the lowest in several years At the beginning of the season optimism prevailed throughout the industry as early price turned up satisfactorily Auction and cannery prices on oranges now are so low in many instances they do not represent a return to growers in production costs At several industry meetings recently there has been much- talk about blaming the low quality of early season oranges for the present situation Also coming in for blame have been the recent heavy supplies to the markets from the record crop HIGHER GRADES There have been suggestions from various industry representatives that steps be taken to set up higher maturity and grade requirements for both fresh and canned citrus Proposals have been projected by some that an export program be developed Suggestions also have been made that the federal government be called on to aid in disposing of surplus fruit and juice through the school lunch program or through purchases for foreign relief shipments Others have come out with ideas concerning an intensive program of national citrus promotions developed through co-operation of chain independent and voluntary retail store groups There was no speculation as to how many of these proposals would come before the mass meeting but Tillman said the citrus commission Is ready to listen to any suggestion which would improve the member of the Florida Inland Navigation district commission They take the places of Mayor Ivey who retires after a year's service Waiter Peterson veteran member of the commission whose service ran for by the state auditing department and blamed a critical report from the department on "a change of auditors" Commenting on an auditor's report of "inadequate management of prison finances" Chapman declared: 'I read the report with a good deal of interest and rote that once more a new auditor is not satisfied with a system established by a previous auditor succeeding auditor seems dissatisfied
