thefinish showed the board had developed a lot of new respect which is certain to be felt in all future 'controversies and problems Salient Points Here are the salient points of the session: Chairman Dwight Murphy of Santa Barbara challenged and disputed figures presented to the commission by Robert King Santa Anita's treasurer and controller in his attempts to obtain for Santa Anita 55 days of racing in 1955 After giving King a verbal blasting in which he accused the treasurer of of I er in mistatements the board voted its own 3955 major datings The program gives Sazta Anita 45 regular days and live charity closing it on March 5th when it desired to run to March 12th It made all other major producers happy The commission announced it looks with disfavor on any racing assnciation in California purchasing stock in another another racing association in the state That means according to the top touts the recent purchase of Bay Meadows stock by Golden Gate Fields will have to be returned or sold Quarter Horse Permit The application for quarter horse racing at Palm Springs was granted with Commissioner George Holmes of Long Beach voting against it- The application for thoroughbred racing in the same winter resort was denied Representatives of the California -Breeders Association asked the commissioners to approve summer racing in the San Francisco area to run concurrently with Southrrn California tracks Fair racing dates of 1955 were adopted to a pattern of the commission's own making William Hornblower president -of Bay Meadows asked the board to rule on horsemen for summer racing in the San Francisco region registered the biggest' payoff in the way of ex citement The horsemen asked the commissioners to give them a permit to build a fourth track if the present San Francisco producers refuse Mann County was mentioned' as a possible location The horsemen said they would be willing to lease one of the bay tracks to go on their own in the sum- mer Coughlin manager of Golden Gate Fred Ryan manager of Tanforan Walter Murphy new manager of Del Mar and Hornblower of Bay Meadows all took the stand and opposed concurrent summer racing in the state The commissioners took the matter under consideration and intend to get an expression from all the racing lairs before voicing an I official opinion But the fact remains that if the So Ions continue to show life at the plate as they did in Los Angeles the Gene Desautels gang may derail the Kiddie Kar Express for keeps Solons Stronger The Senators also a strengthened since the early season clash with the San Franciscans Merrill Combs has been performing steadily at third base and last week upped his average from below 194 to 233 a jump of 39 points He had the best single week in the Coast League with 14 hits for his efforts But the Atlas of the Salons mighty Joe Brovia indicated he is ready to put on his mid season drive Joe was tough on Los Angeles hurlers and his fielding was an eye opener At Wrigley Field the big fellow played his best defensive ball of the season There is no question but that if Joe hits he can carry the club right along with him This is Just about the time of the year he starts unleashing his war dub on opposing hurlers Combs lips Bat Mark Combs' batting was a pleas ant surprise as his first few games with the Sacramento nine' did not indicate he was going to better his 197 average made with Seattle Possibly the change of uniform will prove a big help Sacramento's pitching which was steady during the early surge of the club in April has not been as reliable as expected although the batters have not accorded the fingers what could be termed robust support Desautels is looking for new comer and handyman Nanny Fernandez to help against left-handed pitching Nanny is a righthanded swinger and if he can power the long ball now and then he will help considerably Fernandez may get the starting assignment in center over Len Attyd Ken Humphrey and-Tommy Glaviano who can not untrack himself from the throes of a prolonged batting Slump in which he has failed to hit in 21 straight times at bat Jones Fell Off Richie Myers Bob Dillinger and Brovia all upped their batting marks last week while Nippy Jones who has led the at the plate since the start of the season fell off Jones had one good night in which he batted in five runs but the' rest of the series he failed to connect consistently although hitting theball hard on occasion Catcher Johnny Ritchey who may pave to shoulder the entire mask and mitt burden because Bud Sheely's knee is bothering him again lofted his batting average from 215 to a more respectable 281 Desautels will open the series with-Chesty Chet Johnson (4-8) who has been pitching on a paucity of runs Ken Holcombe (4-5) former Solon will work for the Seals VA study should be made of the possibility of spending the duck stamp money on the basis of revenue contributed in each flyway area I 3 The federal government should spend general revenue money for maintaining the flyways in the national interest and duck stamp money should be used only for improvement of particular areas where the hunter gets a special direct benefit To Loosen Purse Strings Engle also indicated that pending action on his program he is willing to lead a congressional charge on fish and wildlife service and budget bureau officials to persuade them to loosen the purse strings on the ihunters' own funds so shooting conditions might be improved The Engle program was laid before a special subcommittee headed by Congressman Wesley A Dewart (Pt) of Montana which is sitting to hear widespread and angry complaints fror sportsmen organizations and state fish and game commissions over administration of the duck stamp funds- Questions Glacting Ile unfolded the- plan while questioning Ben Glading chief of tIre grne manag4ment branch of the California Depart-'merit of Fish and Game'' Glading is here representing Seth Gordon director of the Califor-1 nia departMent The earmarking by legislation at certain amount for the duck stamp money for land purchases was urged by Engle after Glading charged that of $34948000 expended from the fund only $6492375 has gone for land The sportsmen charged the federal government with breaking faith with them on the law claiming it was the original intent to use the major part of the fund to buy land Engle said there is a tendency by government officials to take special fund money and use it for general purposes and ad vised the nationwide gathering of sports organization repre sentatives and state officials that "it looks to me like we need an amendment" Len Attyd 216 32 53 6 2 0 14 13 28 5 Merrill Combs 210 23 49 10 1 0 20 13 20 2 3 1 233 194 Ken raised Declaring that California hunters are among the nation's heaviest contributors Engle said: "I don't see why California stamp money should be used on eastern flyways As a duck hunter rm not at all enthused about having my dollars spent in the far east where I never get to shoot" 1Because of the migratory bird treaty with Mexico Engle asserted the federal government has a definite responsibility to take care of general flyway conditions This would be met out of general government tax revenues "If the 'ducks don't have a place to land" he said "the flyway will cease to exist The hunters should only pay for the areas they get to enjoy I will vigorously resist any movement to increase the duck stamp charge until I can be definitely shown that the hunter will get the benefit" Gret More Land Glading estimated that about 1000000 acres of land should be acquired in the Pacific flyway states during the next 101 years He estimated the cost at between $25000000 and $30- 000000 and the desired expenditure within California at $15- 000000 "It is high time" he said "that the federal government meet its full share of the obitgation The sportsmen of Amer- ice are big hearted and generous but they do not like to be cheated And they won't accept repeated alibis for broken I promises" Chester Wilson commissioner of the Minnesota State Department of Conservation agreed with the Engle proposal to tighten im the law on duck stamp allocations But he objected to spending the ntoney on the basis of areas He said it should be spent where needed' on a national basis I andndrkgri
