Citizen's Aide Man to Know By WILLIAM P. WINKELMAN (Slate Senator, 24th District) The Senate held the formal interview of your Citizens' Aide (ombudsman) for confirmation this week. He is Thomas R. Mayer, a good man for you to know and to have working for you. The "Citizens' Aide Office fields complaints directed against most agencies of state and local government, and acts as a referral agency in directing you to the government agencies appropriate to your needs. The office accepts 'collect calls placed from anywhere in Iowa on a station to station basis. The number is: 515-281-3592. The address is: 515 East 12th Street, Des Moines 50319. As chief author and sponsor of the Act that created the Citizens' Aide Office, I encourage you to take advantage of the services. A bill was passed this week in the Senate that establishes a procedural code, which creates stronger checks on rule-making procedures by state departments and agencies. The bill, which has already passed the House, requires state agencies to make public their policies, provides for a simplified federal review of improper action by agencies and creates a code which the public can use to measure their procedural rights. The Land Use Policy bill was passed out of committee, after amending it back into a form that more closely resembles the interim study committee draft. Doctor of the Day. I was honored to be the keynote speaker at the Iowa ' Law Enforcement Academy graduation ceremonies last weekend. The graduates, both men. and ladies, exemplify increasing quality in the intensive basic training. A bill to establish an Iowa Commission on Alcoholism is receiving major attention in the Senate this week. I am chief sponsor of the move to remove dependence on county funds. Milligan said he voted against the bill allowing public employees to negotiate because the negotiations can be done in secret session "and I felt this was a step .backwards on the open meetings law." He said Stanley voted for the bill. Milligan pledged "we'll make waves with our campaign. We need someone to kick hell out of Washington and that's what I'm doing in this campaign. We are not making this a dilly dilly lavender campaign.'' The U.S. Information Service official was rushed to a hospital after the guerrillas called newspapers and said Laun was lying near the River Primero in midtown Cordoba. Reporters found him with a bullet wound in his stomach and badly beaten about the head. Hospital sources saidjhe damage done by the bullet had been repaired, but the doctors' main worry now was the possibility of infection because of the many hours Laun lay wounded without medical attention. MEDICAL STUDIES Mrs. Chris Callahan of Omaha, formerly of Carroll, has begun studies at the Creighton Memorial St. Joseph Hospital School of Anethesia in Omaha, Neb., to become a nurse anesthetist. Mrs. Callahan is a 1968 graduate of St. Catherine's School of Nursing in Omaha and was employed at Douglas County Hospital in Omaha before entering training at St. Joseph Hospital.
