left or bank of the Sacramento River was closely followed in the construction of the levee along that stream This formed a choke at Baker's Point opposite To land's landing where the river channel hugs the Montezuma Hills and is but about 700 feet wide This choke or the "neck of the bottle as it is sometimes called so restricted the flow of flood waters during the floods of 1907 and 1909 that plans for the Sacramento Flood Control Project were formulated by the California Debris Commission in 1910 they Included plans not only for the removal of this choke at likiker's Point but also for the widening of the entire Sacramento River channel from the mouth of Old River above Rio Vit-ta to the mouth of the Sacramento River at Collinsville utficiently to carry the increased flood discharge which would result from the confining of these flood waters to the river and by-pass channels of the project above It is estimated that this enlargement of the river channel sufficiently to safely carry such floods as occurred in 1907 and 1909 will require the excavation of 170000- cubic yards of material or nearly aa much as was originally removed in the excavation of the Panama Canal To the
