remainder of the season on account of the scarcit of catfish in the lake It -is fears that if market fishing continue the catfish will be entirely depleted In addition to the danger of fish Ing out Opposition The West has won its first battle in the campaign to secure a continuation of federal aid in the completion of a sVstem of national and interstate highways Official Washington has taken cognizance of the importance of federal assistance to the states in highway building and there is every indication that congress in response to the demand of the automobile clubs of the nation will over-ride any political opposition to federal aid that may develop This announcement was made this week by the California State Automobile Association following a revnew of developments in Washington during the last ten days The association says the outstanding factors favorable to continued federal aid are: President Coolidge has indicated that he will sound out the real sentiment of the country regarding federal aid before making any definite recommendation to congress Jardine' Report Secretary of Agriculture William Jardine in his annual report released last week placed himself on record as believing that federal participation with the states In interstate highway construction is a necessity Thomas MacDonald chief of the United States Bureau of Public Roads in his annual report made public recently likewise pointed out the necessity of federal assistance on Interstate highway projects President Coolidge who had been reported to have included a federal aid curtailment recommendation in the first draft of his message to congress eliminated any reference to federal aid after he had received telegrams from the state automobile association and other automobile clubs in the western states It is believed that he will follow the association's recommendation a sound out the real sentiment of the country regarding federal aid The association in a recent statement said the statements of Secretary Jardine and MacDonald probably are the best index to the attitude of the administration The Wendover Cutoff In pointing to the completion of the Wendover Cutoff during the past year Secretary Jardine said: "The completion of this road brings to a successful conclusion a five-year effort to bridge the obstacle to transcontinental travel which has always been presented by the salt desert Its construction could not have been undertaken but for the financial assistance offered by the federal government and the flow of Interstate travel which has already begun between Salt Lake City and northern and central parts of California is one of the outstanding evidences of the necessity for federal participation with the states in interstate highway construction" Chief aid highways throughout the nation was announced with publication of the annual report of MacDonald chief of the bureau of public roads The report shows that during the last fiscal year 11328 miles of such roads were built by federal and state governments In co-operation exceeding by 30 per cent the mileage completed in the fiscal year 1924 The total mileage completed since the passage of the first federal aid road act In 1916 was placed at 46485 miles and at the close of the fiscal year 1925 more than 12000 miles was under construction Forty-three per cent of the mileage completed during the last year was in the sixteen states making up the East and West South Central and Mountain Tennessee Alabama Mississippi Arkansas Louisiana Oklahoma Texas Montana Idaho Wyoming Colorado New Mexico Arizona Utah and Nevada Cost Of Conatruction The total cost of federal aid construction completed last year was 824293748857 of which the share of the federal government was t11130473724 The total was spread over about two years required to bring the projects to completion However actual disbursements to the states during the period amounted to $9574999811 This sum was said to be not more than 10 per cent of the whole annual expenditure flr -highways by all units of government in much of which the federal co-operation does not figure Motor fuel and motor vehicle taxes of the several states were found by the bureau to have been more than sufficient to match federal apprnpriations and in nearly every state the amount appropriated) for strictly state highways was larger than the sum received in federal aid Sixty-one per cent of the mile-Age constructed during the last year was classified as of a "low" type of construction while 28 per cent was "hitch" type including cement
