board to set a date for the charter election Ten Days Advertising The supervisors will advertise the proposed charter in newspapers for ten days after it is completed to give voters of the county an opportunity to study its provisions Sacramento County residents will have a chance to vote "yes" or "no" on the charter drafted by the freeholders A majority vote in favor is necessary for adoption If the charter carries it is sent on to the legislature if not the proceedings are automatically terminated without any change in the county's present system Backers Sure Of Success Proponents of the charter movement are confident of success They believe the majority of Sacramento County voters are in favor of "home rule" The charter would free the county from entanglement with the state legislature under the county government act and would provide a more economic and efficient government Charters adopted by other California counties are being studied by the freeholders to determine how certain controvertible problems were settled During the past month the men who now comprise the board of freeholders held a series of meetings throughout the county at which they sounded out the sentiment of voters as to the charter Authors Reserve Opinions The freeholders have reserved an expression of opinion in connection with the chaster and have riven no indication of the provisions they intend to Include in the instrument When the charter is finally submitted to the county voters for approval the board of freeholders automatically dissolves and has nothing further to do with the engender an undemocratic spirit of caste to promote cliques and to foster contempt for school authority" It further pointed out: "The courts have been quite outspoken in their condemnation of such societies in schools as hurtful to the pupil and detrimental to his educational progress" Many Rulings On Record Other cases can be cited where the courts have upheld such laws and rules for the same reason The law of the state of California gives the boards of education full power and in fact makes it their duty to enforce these provisions The California law provides in part as follows: "It shall be unlawful for any pupil in any elementary or secondary school of this state to join or become a member of any secret fraternity sorority or club formed wholly or partly from the membership of pupils attending such schools ''Boards of school trustees and boards of education shall have Ifull power and authority to enforce 1 the provisions of this section and to make and enforce all rules and regulations needful for the government and discipline of the schools under their charge They are hereby required to enforce the provisions of this section by suspending and if necessary expelling a pupil who refuses to obey any or all such rules or regulations" Supreme Court Rejects Alien Land Law Suit WASHINGTON Feb 20---(UP) The supreme court to-day refused to hear argument on an attack on the validity of the California alien land law which prohibits the operation of farm lands by Orientals not eligible for citizenship The decision was made in the case of George Morrison a Californian who
