administration bill appropriating $1 250000000 to enable the Government' to carry out its guarantee to farmers1 of a price of $220 a bushel for 1919's wheaW crop was transmitted to the chairen of the which would permit the President to continue the Food Administration in operation and to exercise all the powers conferred upon him by the Food Control Act- Too Broad Says Gore Senator Gore Chairman introduce" Government Control Continued Under the bill as drawn Government authority to control grain dealers millers and elevators "by license or other like powers" would be continued and the President would be authorized to "create any agency or agencies" to buy the 1918 and 1919 wheat crop "wheat products and other foodstuffs and feeds" at the guaranteed price regulate export and import of wheat require preferential railroad service as long aa the railroads are under Government control control grain exchanges and prohibit trading upon them at such time or times as may be deemed desirable or proper to meet market conditions and competitive prices of foreign-grown wheat" and to such rules and regulations as may be deemed necessary to protect the Government of the United States from paying the guaranteed prices aforesaid for any wheat other than that covered by proclamations" Preoldent Ens Powers In ft ddition the President through the agency he would designate could also sell either domestically or by export wheat wheat products or byproducts at a profit or loss as "in the judgment of such agency may be neeessary" He could also lease buy or requisition storage space and prescribe the terms to be paid for it In transmitting the measure to the committee chairmen William A Glasgow Jr chief counsel for the Food Administration wrote that the legislation was requested in order to "maintain the guarantees in their integrity to the farmer and to save the Treasury of the United States from loes if that be possible" No Estimate of Cost Thus far there has been no estimate as to what the cost to the Government of maintaining the 1919 Prices would be Officials have said that it depended largely upon 'Euro pean needs the amount of stocks in Argentina Australia and Canada and whether or not Russia would have available supplies for export From the 1918 crop the United States probably will have a surplun of 277000000 bushels for export and carry-over America Will Be Called Om "If the total surpluses 01 other countries are exhausted and Remota is not relied upon for anything this year" said the ataiemen "the United States will be called on to export 233000000 bushels and would have a carry-over into next year of 44000000 bushels "This carry-over however is likely to be reduced by inceased consumption in the United States and Europe following several years of short rations The 1919 wheat crop in the United States is expected to give an exportable surplus of 350000000 to 400000000 bushels Foreign Purchases Factor In both 1919 and 1920 the question of price and the ability of European countries to finance purchases are the determinative factors" The Department also has estimated that European needs for other grains will be so great that its natural course when the peace pact has been completed This would mean the Government would have to stand a loss of nearly $1 on every bushel of wheat in the country The guaranteed price to farmers
