preamble of the act reads as follows "Whereas the Inhabitants of Anson county do make quantities of strong liquors eumcent for thr own use and the frequent inportation of rum wine and other splritous liquorst into Anson county from South Carolina only drains the lithabitants of their substanee and to greatly detrimental to their famflies etc" It was provided by the act of 1779 creating the county that a court should he held constantly by the justices thereof On the fret Mondays in March June Septetnher and December and the justices' were authorized and empowered to hold the first court at the Freelyterien tneeting house near Hitchcock Creek on the last Monday in December 1779 and subsequent' 'courts oil the days mentioned at any place to whith the said juritices should from court to court adjourn themselves until a courthouse should be built for the county after which all cases matters and things de! pending in said court and all man-net of process returnable to the nished its full quoto of men in all our wars The tirst of several companies raised for service in the cause of the eonterieracy was organized in Rockingham in May 1861 and was inown as the Dee Dee Guards It eensieted Rockingham and on to Fayetteville They committed ma ny depredations drove off the cattle and horses stole all available provisions and moveable personal property burned barns gin houses and outbuildings and burned the Richmond cotton mills which etood on the site of the preeent Great Falls factory Some of the records in the courthouse were darn-awed by the Poldipra A small detachment of Wheeler's cavalry was in Rockingham when the union army entered They retired across Hitchcock creek and burned the bridge behind them Richmond county wae one of the pioneer cottou manufacturing counties of the south The first cotton mill was built in 1846 on the present he of Great Fails factory It was known as the Richmond Cotton mills Waiter Leak W38 its first president It was replaced in 1868 by Great Falls The Pee poe Manufacturing company built 4 Its first mill in 1876 There are 12 cotton mails in the county at the present time The industry in Richmond county has been singularly free from discord between the owners and operatives The companies are owned almost wholly by loeal capital and are onerated by native help The first railroad to he built Into the county was the Wilmington Charlotte end Rutherford later known as the Carolina Central and now a part of the Seeboard Air Line Titillway system It was completed from Wilmington to Rockingham in 1869 The Bank of Pee Dee is the oldest bank in the county It was eatablished in 1891 There are now 10 banks in the county One of the greatest economic developments in the county's history Velopments in the county's 1881 About the year 1850 there was an era of plank-road building Companies were chartered foe the building of ttich roads all over the state They were given the rght of eminent domain end-derived their revenue from toile Their earnings In any One year were limited by law to 25 per rent of their capital stock They were constructed by laying aleePers lengthwise on the road -bed and then laying a floor on these boards three or four inches thick It was supposed- that a round of title sort would afford cheaper trantsportation than the railroads The legislature that year granted a charter to he Fayetteville end Center Plank-Road company to build a road from Fayetteville to Concord The road Wag constructed from Fayetteville to Little's Mille in Richmond county In 1851 the general assembly passed an act creating out of parts of Richmond and Robeson a new county to be named Ilooper in honor of William Hooper one of the North Carolina signers of the declaration of independence An election was held or the first Thursday in May 1851 in Richmond end Robeson counties at which the question was submitted to a vote of the people The new county was lost In 1899 Laurel Spring Hill Stewartsville and Williamson township' were cut off from Richmond county and erected into the county of Scotland The town of Rockingham-was incorporated in 1861 The corporate limits extended 400 yards north and south of the courthouse 350 yards west and One-half mile east In 1867 the area was extended so as to include a strip of land one-half mile wide measured north and louth with the center ottithe eastern boundary three-fourths of a mile east of i the courthouse door and the west-1 ern line of Hitchcock and Falling creeks between the north and south lines projected The county has fur lines projected
