all he can to share some of that responsibility Flint ln his conference at ths White House agreed with the President In considering the burden of Governor Gillett a serious one and is willing to share with the Governor the work of allaying the agitation The President Is not hesitating to use the power of Senator Flint and will not refrain from doing anything within reason himself Senator Flint and Senator Flint of California was asked "Yes and no" replied the Senator "I think there Is any danger of a break with Japan at th present time Neither do I think that any hostile legislation will be passed by our Legislature but the question is one that will havs to be dealt with In the future There is no doubt that Japanese srs still coming to this country In largo numbers I know that many protest against anti-Japanese legislation has been sent to the members of both branches of the Legislature by the San Francisco business men returned recently from an extended visit to Japan made at the Invitation of various Japanese commercial organisations Tbe protest is conveyed ln a letter addressed to the President of the Senate the Speaker of the As-sombly end all members of both Houses and Is signed by ths eight San Francisco men who made the transpacific trip Ths letter is as follows: "We of the Commercial Commission of the Chamber of Commerce who re cently visited Japan beg leave to protest against the passage of certain antl-Japencee legislation now pending before your honorable bodies and as forcibly as possible to direct vour st tentlon to President Roosevelt's letter of January 1909 to Governor Gll-lett regarding said proposed legisla tlon "During our visit to Japan we paid particular attention to the question of Japanese emigration and from what we ascertained we are strongly of the opinion that th Emperor and the Government officials In Japan are sotlng ln absolute good faith regarding the restriction of Japan ee emigration to the Vnlted States "We firmly believe that any action by the Legislature which Is directed at the Japanese residents of this Btate will be taken as sn affront by the en tire Japanese Nation "The Oriental trade passing through ths ports of this fttate has assumed large proportions and Is likely to be seriously crippled by such proposed action "We therefore respeotfully request that action on any of these bills whleh affect the Japanese people be doferred indefinitely as being unwise and injudicious" A9 SRRn'iN WASHINGTON From Rio Vlata to-day It Is reported that Brannan and Ryer Islands are Mill holding out against the high water The levees of both Islands are exceedingly weak and the water la almost up to the top but It Is hoped that they will yet be saved The residents havs been fighting night and day for the past week against floods and ara hnpfar-of saving tbelr districts It was raining heavily at Rio Vista this morning The wind however was less severe than It was a few days ago and It Is believed that If the wind does not become too severe both Brannan and Ryer Islands will pass the flood siege In safety Rio Vista confirmed the reports that Twllchell Lowe gherman and Venloe Islands were flooded All the othqy Islands In the delta were reported safa Trouble Fleas baa Jeeqwla Raver The present trouble In the leland districts la not from the waters of the Sacramento River It Is caused by the San Joaquin and Mokeiumne Rlvora which came up very suddenly yesterday Prior to yesterday the San Joaquin was not alarmingly high and the v-uters from the Sacramento River were finding their way to the bay Ithout much op(Altlon at the mouth of the river When the Sen Joaquin I high the water baoks up In the sloughs and causes danger to the Ihb ends All the breaks In the levees yesterday were due to the high waters In the San Joaquin It Is the high water In the San Joaquin that the people of Brannan Island are now fighting Oread Island All Might From Ryde on Grand leland to-day The Bee learned that everything In that vicinity is perfectly safe The river Is falling a little Grand 111 and la believed to be out of danger and the residents have no fear Twltchell Island which was flooded contained about 7300 acres It was principally vegetable land The land on the Island was exceedingly rich The full extent pf the damage Is not known It la stated that one farmer lost 18000 sacks of potatoes Virtually all of the land was under cultivation Twltchell Island was also flooded two years ago and the land owners were just beginning to recover from the heavy losses sustained at that time It win probably be several months before the island will be out of water It te probable that work of closing the breaks ln the levees will begin os soon as the water In the river recedes sufficiently to permit work to begin All of lower Sherman which was flooded was under cultivation It contained about 600 acres Reports from Anttooh art to effect that the water there was higher than ever before known
