conviction reaches the 'Division of Motor Vehicles (DMV) and the division takes the license Lane contended that that tneth-od is too slow DMV- Commissioner Chester Lamb opposed the bill think It would of State highway funds moved along toward passage in the House of Delegates yesterday A substitute for the original measure which was introduced last week with Delegate Vernon CL Smith of Grundy as chief patron and some 57 Delegates as copatrons cleared second reading and advanced into position for passage today The substitute as explained by House Roads Chairman Irvine merely clarifies and corrects some language in the original version without changing its intended effect In brief the bill would say as law' what the Assembly for years has tried to say in the form of resolutions which have the effect of law It specifies that revenues from gasoline other fuel and road taxes could be used only for highway construction reconstruction maintenance and affiliated purposes In response to questions by House Appropriations Chairman II Adams of Northampton Irvine said funds to maintain the State police and the Division of Motor Vehicles would come out of revenues from motor vehicle licenses registration fees and similar fees To other questions by Delegates Walter A Page of Norfolk and Robert Whitehead of Nelson Irvine said the bill does not mean money will be taken from the general fund for the police or motor vehicles division Among nine bills passed without opposition and sent over to the Senate by the Delegates were: Gordon bill to add State college or university alumni associations to the list of educational organizations whose property is exempt from taxation Hirst bill to increase the maximum fees permitted lawyers appointed by the courts to defend poor persons Before adjourning to 11 A today the House advanced some two dozen House bills to final reading for probable passage today Among these were: Stone bill to increase from 50 to' 75 cents the fee for renewal of driver licenses and require the motor vehicle division to mail notices of expiration 60 to 90 days in advance of a license expiration date Frost bill to make it illegal to toss lighted matches or cigarettes out of automobiles in forest areas groups supporting repeal by urging the committees this changing world to heed the young people and As a Virginian and a Democrat Wilson added he was concerned that if nothing is done about poll tax repeal a Republican banner might be unfurled over the State Clapitdl The one opponent of repeal who spoke up was Brantley a 78-year-old Richmonder "The only fault I find with the poll tax is that it high Brantley said ought to be Brantley denounced and who are unwilling to pay the poll tax been perfectly satisfied with the poll tax James Euchner The House Committee on Counties Cities and Towns-yesterday reported out a bill that would make a tiny dent In the appointive power of Judges but would not go along with a more substantial measure along that line The committee acted favorably on a MU presented by Delegate Norman CL Bailey of Orange to strip circuit judges of the power to appoint county surveyors and 1 vest that authority in boards of supervisors But another Bailey bill which would give supervisors power to fill vacancies in the offices of sheriff treasurer commissioner of revenue clerk and attorney was referred to a subcommittee after comments to the effect that this was a different matter entirely A surveyor noted Chairman Maynard Magruder of Arlington is just an administrative employee of the county government and Delegate Paul Manns of Bowling Green said judges themselves object to having to make minor appointments of this nature But changing the method of filling major elective offices in county governments is a serious matter of State policy said Delegate Joseph Williams Jr of Henrico Present Policy At present vacancies occurring in these offices are filled by judicial appointment for the duration of the unexpired term The Bailey bill backed by the League of Virginia Counties would allow supervisors to make appointments effective only until the next general election A public
