June 1, 1976 PAGE 12 HAYS DAILY NEWS Ag Streamlining Ordered In Soviet MOSCOW (UPI) The Soviet leadership Tuesday ordered new measures to streamline agriculture and put it on a more efficient and profitable basis. The ramshackle structure of Soviet agriculture periodically is a target of criticism here. Although the country has the biggest land area of any nation, it'suffers from recurring shortages of grain, meat, fruit and vegetables. Last year's grain harvest, at 140 million tons, was the lowest in a decade and although a prolonged drought was largely responsible, Western economists say inefficiency, lack of coordination and storage and supply deficiencies frequently compound climatic problems. A lengthy decree from the central committee of the Communist party set out provisions for increased cooperation between, more intensive specialization and close links between farming and industry.

"The central considers realization of these will have great political, ecbnpmic and social significance," said the decree, which was carried by the Tass news agency. The decree said the growth and production rates of agriculture "still do not satisfy our increasing demands for meeting the potential provided by modern science. "the main aim must be to achieve intensification and increased efficiency," it said. "One of the prime ways to do this is specialization and concentration of agricultural production and placing it on a modern industrial basis." The decree called for formation of farm conglomerates "organically linking" agricultural production with industry. Western economists said an example of this could be the construction of a bottling or canning plant on a fruit farm, where workers under a single management could be interchangeable and the end product would be shipped directly to the market.

Revenue Secretary Kent Kalb says he has no exact figures, but he believes the estimated $20,000 his department receives from bingo, license fees annually does not coyer staff time, forms and postage spent administering the gambling law. i "There is a problem with' bingo, but I think it has taken an inordinate amount of time," Kalb said. a question of how much of it was justified. Bob Storey, R-Topeka and a member of the special legislative investigative mittee reviewing bingo operations this summer, said one option for enforcement is to give the state the 2 per cent enforcement tax now returned to cities and counties. The enforcement tax generates an estimated $136,000. He was born in Russia a'nd moved to Park at age two. Surviving are six brothers: Mel, WaKeeney; Pete, 'Garden City; Fred, Carmichel, Frank, Liberal; Marcus, Goodland; Joe, Park; one sister, Mrs. Theresa Tucker, Sedalia, Mo. Services were Tuesday morning at Sacred Heart Church, Park. Burial was in the church cemetery.

Hendricks Funeral Home, Quinter, was in charge. Richard 0. Tomrdte Richard 0. Tomrdle, 61, 113 W. 4th, died Sunday at Hadley Regional Medical Center.

He owned and operated the High Plains Band Shop. Surviving are his Wife, Rose, of the home; one daughter, Susan Great Bend; one brother, Jack, Wayne, one sister, Mrs. Myrle Falconer, West Point, Neb. Services will be at 2 p.m. Wednesday at the Wilson Funeral Home with the Rev.

Thompson Mrs. Madge P. Thompson, 85, died Monday at Hadley Regional Medical Center. She resided at the Good Samaritan Center. She was a retired secretary and bookkeeper.

Surviving are one son, W.R. Thompson, Hays; one brother, Myron Parlett, Cadiz, Ohio; two grandchildren. Memorial services will be at 10:30 a.m. Thursday at the Wilson Funeral Home. The Rev.

Wrecks Kill w-j i Four In Kansas By United Press International Four persons died in holiday weekend traffic accidents in Kansas all on-Sunday. Two drownings were recorded during the weekend.

Willie England was backing his car out of his Kansas City, driveway when he ran over his two-year-old son, Tyrone, who had apparently followed his father out of the house unnoticed. Joanna Vahle, 11, was killed while riding in a car driven by her sister Ladonna, 15, that rolled over on a county road north of Long Island, Kan. John H. McCool, 46, Andover, died in the crash of his car into a bridge southwest of Strong City on U.S. 50.

Jeanne Johnson, 34, Hotchkiss, died in a head-on collision with the car her husband was driving and another vehicle on U.S. 36 west of Atwood. Song Ho So, 17, a native of 'Korea attending Junction City' High School, drowned in Milford Lake Saturday. He disappeared from an inner tube, and his body was found about three hours later in 25 feet of water about 50 feet from shore. Three-year-old Donald Goode Shawnee, drowned about 9 p.m.

Sunday when he apparently fell into a swimming pool at his grandfather's home. Rookie Firemen Get Carried Away COSTA MESA, Calif, A group of rookie firemen celebrating their graduation from the Orange County Fire Academy didn't invite any other firemen to their party but they came anyway. Officials at the South Coast Plaza Hotel thought the party on the 16th floor was getting a little boistrous, so they asked the celebrants to leave. One or more of the firemen retaliated by holding a piece of burning paper near a bathroom fire sprinkler, setting off the water and the alarm. The water caused $1,000 worth of damage on three floors of the hotel.

A move to a 7 per cent prime interest rate, up from per cent, spread among the nation's banks. The federal funds rate banks charge one another for overnight loans of uncommitted reserves moved slightly higher. Much of the movement to higher interest rates is a result of the economic recovery the government's index of leading economic indicators rose 1.1 per cent in April and a surge in the nation's money supply in recent months. The Federal Reserve Board, which has said it is determined to check' inflation early, has tightened credit to control the problem.

This has made money tougher to borrow and made short-term money instruments more attractive than stocks. As a result, the closely watched Dow Jones industrial average, ahead more than three points at the outset, was off 1.37 points to 973.86 shortly before 1:15 p.m. EDT.
