A large public meeting was held to-night in the Exchange Hall, Hawick, for the purpose of presenting addresses to "tha Right Hon. George Trsvetyan from the Hawick Liberal As sociation and from the working men of the same place. There was a good attendance from the Hanick Liberal Association. The address from the Liberal Association reviewed the manner iu which the right hon. gentleman had efficiently discharged the duties his otEce as Secretary to the Lord Lieutenant of Ireland, and stated that the incalculable services which he had rendered his country in connection with the Parliamentary duties of his office entitled him to a nation's gratitude, and would assuredly not go unrewarded by the future inv partial historian who should review the tnorts oi ludividual statesmen to serve the mutual interests of the Irish people and the Empire of Great Britain.

The address from the Hawick working men set forth the esteem which that body entertained for Mr. Trevelyan as a statesman and their unshaken conndence htm as their representative in Far liament. Thev desired specially to thank him for the distinguished and patriotic discharge of the duties of his present office, and for tho spirit of heroism with which he had accepted office at a period fraught with danger and anxiety, all of which called for public recognition, and entitled mm to the gratitude ot his country. As in the case when the Govern ment tried to pass their army reform as a whole through the Commons they failed for want of time through the Conservatives, and sncb was the case new when they asked Parliament to declare that in its opinion the suffrage should bs extended to the county householder. (Hear, hear.) Sir Richard Cross claimed that the Con servatives both in the Lords and Commons were unanimous in favour of the extension of the franchise. But not longer ago than last November at Aberdeen he said In this great country of ours the population is rapidly chang ing. Large towns spring up, great industries are started in parts of the country where before there were fishing villages, and it is clear that when large constituencies of that kind do grow up their claims for a ruler to represent them are claims which every statesman must recognise and provide ior." He then went on to say that in large centres of industry people who lived outaido the Parliamentary burgh belonged to exactly the same class ot people who lived inside it, and tnat conservatives recognised the claim of those people who had a vote, but he said. "I would not admit helter-skelter some millions of the population who had never had votes up to the present moment, and say that they ought to be admitted to the franchise because there are others who have it who are livintr under different conditions." The Fran chise Bill did admit millions of poople ho never had votes up to the present moment, and the Government said that every householder should have the franchise, whether he lived under different conditions from those who had it now or whether he did not.

Less than a twelvemonth ago Sir Richard Cross proposed to extend the franchise by extending the boundaries of the existing boroaghs, while the mass of the rural population were ieiG out iu bue cuiu. ih was a short time within which to have changed his mind on a constitutional question of vital im portance, and the notions of other ex-Ministera of the Conservative Party fell very short even of Sir Richard Cross. All the turmoil and trouble had arisen because Lord Salisbury said that ho could not trust the present Government with the business of redistribution. On the other hand, were thev to be blamed because they could not trust the business of enfranchisement to nartv whose inner mind and secret convictions were never so truly and fully ex-nressed as bv the month of Mr. James Lowther.

They were told in Sept. that the franchise must be accompauied by redistribution as a precaution against the votes of the agricultural labourers. (Hear, hear.) If before tho franchise was extended there was a Tory majority, if the Liberal majority was seriously weakened, that body of opinion would nmA nnnn mora irresistibly to tho top. To-day a special meeting of the Corporation of Limerick vjas held to consider the answer to the Lord Lieutenant's letter inviting a deputation to wait on him with regard to the extra police tax, which was drawn 'up by a committee of the Council appointed for the purpose. A frtnight lias now elapsed since the Viceroy's letter was received, and when, it will be remembered, it was threatened that wituin a month steps would be taken to force the Corporation to pay the tax.

The 3Iayor presided. Also present Aldermen Myles and Counihan, Messrs John Pundon, solicitor John Ryan, Bnen, Stephen O'Meai-a, Ambrose Hall, J-P Ken- nelly, Acglium, Mr. Wallaco. To accept his Excellency's view and send a deputation to discuss the matter would be, in the opinion of the Town Council, a waste of time, as well as a tacit admission that the extra police were in soa.e way nece-wary for the peace of the city, and to this latter proposition the law-abiding citizens of Limerick will never the well-known facts of the case completely refute such an assumption. The Council are therefore necessarily forced to the conclusion that a personal interview with his Excellency may only tend to further embitter the controversy. Under these circumstances the Council, whilst anxiously desiring the re 1 this long -continued cause ol irritation and neit, yet. in the dischrirce the duty they ow- to the constituents and tbe sreneral interests" of i in Ireland, cannot alter the determined isi they have taken. Town Clerk. Councillor Hall, thought that the reply was an admirable one. The only addition would be a paragraph suggesting that the Castle should send a deputation down to the Corporation. Councillor 0Mcara proposed that the report the committe be adopted, and that the letter be sent to the Lord Lieutenant. Of course, the Council did not mind Mr.

HalTs joke, for they wanted no deputation to come from the Castle; neither did they want a deputation to go to the Castle, it would lead to nothing (hear, hear). The facts of the ease were as well known to the Lord Lieutenant as to every person else. Considering that hia Excellency has written to U3 in his own firm and gentle manner that local taxation cannot be relieved by Imperial taration," he did not see for the life of hint what the Limerick Town Council would do going to him (hear, hear). Councillor M'Swiney seconded the motion. Alderman Counihan, wished the Slayer should take him as dissenting from the letter which it was proposed to send to the Lord Lieutenant.

He agreed that eveiy opposition should be given to the tax, but he did not at all see why a deputation should not learn from the Lord Lieutenant what concessions he was prepared to make to the city. He believed a conference with his Excellency would have done a great deal ot good, and he was also of opinion that the Corporation would have been in a better pos-'tion if the opposed the mandamus in the Queen's Bench. Mr. Dundon, replying, said that he beli -ved it would be no humiliation to send a dq; utataon. but he did consider that it would be tnoonsisto with the manly stand whk' the Limerick Town Council had taken in the matter jrar, hear).

Alderman Counihan thought the Council should have opposed the making absolute of the endi-tional order of the Queen's Bench, bat they had the opinion of two of the biost eminent Queen's counsel in Ireland that although thc Corpora tion in fair play and equity had a good case, yet they would not have a leg to stand on in the Queen's Bench as far as the legal aspect was con concerned." What, then, was the use of going to the Queen's Bench Xobody thought that the Queen's Bench would set aside wae law of tho case to discuss the position of the Corporation, and what was the necessity for goh-g to tha Queen's Bench (Applause.) If they had don so they would be in a worse position than they were at present. It was a matter of notoriety that neither before tix city was proclaimed cor after it had been proclaitreu was there a magis trate or any person connected with that city who ever stud that the extra police force -was necessary or that vas any justification for the proclamation. Under the circumstances he lid not believe that the Eng. lish Government had any piwer to enforce such a law (applause.) He wished that Lord Spencer was there, and had also been at Glasgow a fortnight ago, to have seen with his own eyes and to have heard with his own ears tho indications of that generous indulgence with which they were both treated. What appeared to him etraage was that those Irish members who took pride in being the representatives of a peasantry and of people to which the name of "generous" had been proverbially attached, should feel themselves justified in heaping taunt and insult on a Viceroy from whose mouth there had never proceeded an unkindly or angry word. (Cheers.) He would look at the ques tion from LordSalisbary's own point of view.

The noble Marquis was anxious to force a dissolution before the Franchise Bill became law. If a dissolution took place, and the Government came back as strong as ever, Lord Salisbury would be where he was before, and all the discomfort, and ill-feeline, and waste of private money and public time would have resulted in nothing, or probably a good deal worse than notmng, ior mm andhisnartv. (Cheers.) If. on the other nand, he succeeded in turning out the Government, let them examine the means by which his object could be attained. At the present moment, taking the exact limit of parties, there were in the House of Commons AbU Liberals, zou con servatives, and between 40 and 50 followers of Mr.

Farnell. The nationalist leaders expected to cain twenty to twenty-five seats in Ireland, chiefly at the expense of the Liberals, and this formed an element of calculation with Conservative tacticians. (Hear, hear.) Outside Ireland it was incredible that the most sancume Conserva tive could hope to make a net gain of more than twenty seats, but be supposed that iord Bans- bury and Lord Cairns reckoned upon the measure of success over the whole field of England, Scotland, and Wales, and it must be remembered that against what they won on this side of the Cnannel must oe sec on tne seats wnicn mcy would undoubtedly lose in Ireland. (Hear, hear.) If, therefore, Lord Salisbury forced a dissolution, and the general election were favourable to him, the next Parliament would consist of 310 Liberals, 270 Conservatives, and about 70 Nationalists. In order to turn Mr.

Gladstone out Lord Salisbury would have to acquire Mr. Parnell as an ally, and in order to keep himself in office would bave to keep him as a supporter, and let anyone read what Mr. Sexton said on his return from America, and ask himself what the terms would be on which that resolute and clear-sighted leader would be induced to support any Uovern- meat whatever. The present Government had endeavoured to extend household suffrage to the borouahs and counties of Ireland. It bad en' deavoured to equip Ireland with a system of Poor-law administration far moro popular than what was enjoyed on tnis side of tne Channel.

Ia both endeavours it had been opposed by the Tories in the Commons, and had been foiled in the Lords (hear, hear) and yet by offering such measures to the Nationalist Party Mr, Gladstone did not obtain their support to his general administration. What. then, could the Con servatives offer when they thought such offers had gone too far Mr. Parnell and his party did not conceal their opinions. They would support no Government which did not concede indepen dence to Ireland, and opposed the present Government because it had taxen exceptional means to reDress crime and to maintain order.

Were the Conservatives prepared to make a step towards the independence of Ireland, to repeal all the provisions of the Prevention of Crimes Act. and to put nothing in their place Would they revert to the ordinary law when the responsibility of governing it rested with them? If not. they might be assured tnat Air. Parnell would have them out almost as soon as they were in, and the balance of power in Par liament and tne government ui me empire wuum be at the mercy of party many of whose mem bers did not even affect a wish that, so long as they could not obtain Homo Rule, the empire should be quietly, prosperously, and safely governed. (Hear, hear.) It was impossible for anyone who regarded politics as anything but a game of speculation ana excitement to us ireo from the gravest anxiety as to the condition of Ireland for some years to come, and especially after another general election (cheers) and tho way ui surmounting pvuuu vi uuuvuj.
