Mrs. Padgett attributes the growth here to annexations and apartments along Highway 30 (Foothill Freeway). He said the LAFC has final decision on such zones and, once established, another jurisdiction cannot encroach on this zonp.

This question is hping studied by the new Highland Area Municipal Advisory Council (MAC). The council, whose first task is In make a recommendation to the Local Agency Formation Commission, has gathered boundaries nf various enlitiPs in the area and is presently hearing speakers from both the City of San Bernardino and San Bernardino County on servicps availahle in Ihe arpa.

The third in the sprips of MAC mppt-inzs with scheduled speakers will be held at 7 p.m. tomorrow at Serrano Junior High School, 3131 E. Piedmont Drive. Speakprs on taxation have bpen invited. The meetings are open to the public.

A hearing on a San Bernardino "zone of influence" will continue at 2 p.m. Wednesday before Ihe LAFC in county Board nf Supervisors Chambers, 175 W. San Bernardino. Members nf llichland Area MAC plan to attend and make a statement. The meeting is open to thp public.

LAFC's assistant executive officer, Albert R.
