The committee voted last week to reopen hearings on his nomination at the urging of Proxmire. The nomination was approved after a one-day hearing last month but.

was not reported to the. Senate when Proxmire asked more time to examine the matter. In an 11-page statement and in answer to queries Casey sought to clear up questions that have arisen chiefly around a 1962 civil suit in which he was charged with plagiarism. He described also for the committee other civil actions he has been involved in and activities which the SEC itself once looked into. The White House has said President Nixon is standing firmly behind Casey.

Proxmlre, who has been highly critical of the nomination, did not indicate whether he would stage a floor fight, but he Is expected to speak against Casey before the nomination comes to a floor vole. Sen. Harrison Williams, and Adlal Stevenson III, joined Proxmire in voting to delay committee action. Most of yesterday's questioning of Casey was friendly, but tempers grew short among committee members when the hearing dragged on past 6 p.m.

When the committee paused to discuss whether it should continue into the night or finish up later in the week, Sen. oJhn Tower, R-Hexas, suddenly said: "I know what's wrong here certain staff members of the SKC are not In sympathy with Mr. Casey's appointment and have been feeding stuff to the press daily." "That's a gratuitous charge," said Troxmire. "It's a great staff. I think Sen.

Tower should show some evidence or retract his statement." "I won't retract the statement. I'm not saying the whole staff, just some of them," Tower said. The March 3 order also forbids Ram-Hart from selling assets or borrowing money. An earlier Associated Fress story did not make it clear other holders of Roy Rogers restaurant franchises are not affected by the Ram-Hart petition.

Among these Is MCJ Enterprises, of Los Angeles, holder of Roy Rogers franchises for Southern California. Currently MCJ has Roy Rogers franchise restaurants in operation in San Bernardino, Riverside, Thousands Oaks, and Ventura. These restaurants are operating as usual, and are in no way affected by the Ram-Hart case. 9 77 I7S 9.4.4, fin 4Vt 1.5 163 S't I' 133 3' 19' 195 7' 7V. 17 "4 20' 4' 4 to 9 '44 i 51 12' 17 19" 4 4'4 14'.

Federal Bankruptcy Referee Arthur L. Moller scheduled a March 16 hearing and enjoined creditors of Ram-Hart System, Inc. from interfering with the chain's assets or operations pending a final decree. Blaming a tight money market, Ram-Hart seeks authority to terminate some unprofitable leases which it said were causing the firm to show a loss. The Ram Hart petition, saying the firm was doing an annual business of $3.8 million, placed assets at $1.38 million and liabilities at $1.7 million.
