He also advised Senator Scott that 25 attorneys from various agencies will also go into Pennvylvania to assist in helping persons and businesses with loan and grant applications. Theodore Robb, Regional Administrator of Housing Urban Development in Philadelphia, advised Scott that his agency is pledged to a "total commitment of all our resources at our command." Robb said Harrisburg area displaced persons were moved into temporary quarters on Thursday. At a late afternoon news conference where he announced the decision on the postponement, Euwe said: "I think there will be no play at all. That is my personal opinion." Euwe had said earlier that cancellation would be "a great loss in many respects for the Icelandic organizers who have a great investment at stake and for the game of chess itself." Americans claiming to represent Fischer here did not want Fischer disqualified. "One of the troubles is that there is no one here who can act on the authority of Fischer," Euwe added. "The situation is extremely difficult." Euwe said "if Fischer is not here by Tuesday at noon at the drawing of lots he loses all rights." Fred Cramer, one of several Americans here claiming to speak for Fischer, said he had the impression the Russians wanted the match played. Cramer claimed two telegrams supporting Fischer's claim of illness had been lost.

He said one was from his physician, the other from the U.S. Chess Federation. U. S. Senator Hugh Scott (R Pa.) Friday said the first federal aid for Pennsylvania flood victims was distributed to claimants Friday (June 30) in a number of areas of the Commonwealth.

Check writing field offices in Harrisburg and Wilkes Barre are being set up for disbursement by the Treasury Department, Scott said. He was informed late Thursday by Treasury Secretary George Shultz that the initial checks will be drawn for damage claims on the accounts of the Small Business Administration. "Certainly this expeditious action by the federal government should demonstrate the responsiveness of the system," Scott said. This week Senators Scott and Richard S. Schweiker (R Pa.) successfully introduced legislation in the Senate to have $200 million added to the Disaster Relief Fund.

These funds are expected to pass the Congress. The Minority Leader of the Senate also released a report from his special assistant in Harrisburg, Roy Ogburn, who is working with federal and state officials, showing that more than 160 federal employees from 13 agencies have been assigned to flood duty in Pennsylvania from stations outside of the Commonwealth. "We are pleased with the quick action by the federal government in coming to the aid of those in the ravaged areas," Scott pointed out. He pointed out that of the 10 Regional Directors of the Office of Emergency Preparedness assigned throughout the U.S., three of them have been in Pennsylvania for the last several days. "Yes, we are sensitive about accusations that the federal government is not moving fast enough.

These facts should dispell this myth." Scott said. Who Gives A Hoot? "I do, that's whoo! These Fourth of July firecrackers have made me just a bit owly, but I'll be horn swoggled if I'm going to miss any of the celebration activities Monday and Tuesday. REYKJAVIK, Iceland (AP) Bobby Fischer was given a Tuesday noon deadline on Sunday to appear for the world chess championship or forfeit his chance for the title. The ultimatum, announced by Dr. Max Euwe, president of the International Chess Federation, meant a two day postponement of Fischer's encounter with world champion Boris Spassky of Russia, The match was to have started at 5 p.m.

Sunday 1 p.m. EDT. Euwe said a friend of the American challenger was leaving for New York "to talk with him." "He will try to convince him, to appear. I can't say who it is," he added. Fischer refused to play the match after officials of the Icelandic Chess Federation balked at his last minute demands for more money, in addition to a record purse already contracted for.

Fischer and Spassky were to have a guaranteed share of $125,000 the winner taking five eighths plus 30 per cent each of income from the sale of film and television rights. This alone was 10 times greater than any prize money ever paid to a chess player. Fischer wants an additional 30 per cent of the gate receipts. Faced with a decision of disqualifying Fischer immediately or granting reprieve, Euwe chose the path he said would best protect the host organization. Fischer's representatives here had asked for a postponement on the basis of illness.

They said the American was suffering fatigue. The rules require that a postponement for illness must be certified by a doctor that the host organization choses. The women, however, will not be replacing any of their male peers. They'll have only one half vote each, and they'll attend the convention largely because reformers gave in to party regulars on every challenge they had taken before the national party. The additions to the delegation, were decreed Saturday by the Democratic Credentials Committee in Washington.

The 106 1 vote, came only hours after Gov. Milton J. Shapp an nounced he was withdrawing as a delegate to the convention. Pointing to the statewide devastation from the recent flood, Shapp explained, "our first responsibility is to be in Pennsylvania at this critical time." Most observers, including the governor's critics, seemed to accept the explanation, but a few said the governor might have been eager for an excuse not to attend the convention. "He doesn't want to go down to Miami and support a candidate who already has gone up in flames," speculated David Arinsberg, a staff member of the Philadelphia Youth Caucus, one of two groups to formally challenge the Pennsylvania delegates over the weekend.

Muskie, in fourth place among the Democratic presidential contenders in the commited delegate count, is given little chance at the nomination except as a possible compromise choice.

Also withdrawing from the delegation were Lt. Gov. Ernest Kline and four key state legislators Senate Pro Tem Martin Murray, Senate Majority Leader Thomas Lamb, House Speaker Herbert Fine man and House Majority Leader Leroy Irvis. Shapp had been expected to lead the delegation even though 74 of 182 of the state's delegates were committed to Hubert Humphrey of Minnesota. But the struggle for delegate sports, prompted by reform groups seeking greater representation for women and young people, appeared to be over after Saturday's Credentials Committee vote.

Of Pennsylvania's 182 delegates, only 45 had been women, and a smaller number were under 30 years of age. Two challenge groups, the National Youth Caucus and the Women's Political Caucus, had charged the Humphrey and Muskie delegations with under representing women in proportion to the state population. In addition, the groups asserted that the 13 Muskie delegates from Philadelphia had been handpicked by the Democratic City Committee, excluding ordinary Democratic voters from taking part in the selection. The State Democratic Committee, also was charged with failing to adequately publicize new party reform rules and for failing to indicate to the public the role the committee would play in the selection of Pennsyl PRINTZ'S VALONES The Style Shop 1. maple tree for (Photo bv Mel the parade.

Saturday's decision, however, proved to be a formality because a compromise had already been worked out between Sharon Wallis, a lawyer for the Women's Political Caucus, and delegates for "Muskie and Humphrey. The new delegates, according to the committee resolution, would be chosen by the members of the Pennsylvania delegation before July 7. Three women were reportedly already informally approved: Tina Camiel, daughter of Philadelphia Democratic chairman Peter Camiel; Connie Maier, daughter of city Democratic attorney Eugene Maier; and Phyllis Scarelli, daughter of Vincent Scarelli, the Democratic leader of Philadelphia's 48th Ward.

Scarelli and Camiel were already delegates. Harvey Theimann, state party chairman, said he "assumed" Shapp, Kline and Murray would be replaced by alternates Sam Begler of Allegheny County, James Goodman of Schuylkill County and John Mazur of Northumberland County.
