JK York Pa Yes There have been no rent controls in existence since Jan 10 We did discuss a law which protects the tenant on security deposits but there are no restrictions on the amounts Interested readers may contact the local office of the Internal Revenue Service for information Since the price of many items continues on the in-crease presumably landlords feel they need more of a security going down the drain at city hall But it should not be City employes who have been painting parking meter poles lately reportedly have been dumping it in a floor drain in the city hall garage But the paint is a prohibited substance as far as city sewers are concerned said Public Works 1 Director Elgin Radcliff when he learned Thursday of the practice He said he would put a stop to it It makes no difference whether the sewer is a sanitary or storm sewer he said The sanitary system leads to the sejwage treatment plant the storm system directly to Codorus Creek The paint properly should be disposed of in containers destined for the landfill Radcliff said Breaks Own Rules The revelation caught the city in an apparent violation of a law it has been enforcing on others especially in view of state pressure to upgrade sewage treatment Efforts to detect and halt' FOOD CENTER ADDITION TO COVER 120000 SQUARE FEET A Small Co which early last year completed an expansion of some 191000 square feet to its food distribution center on North Sherman Street today revealed plans to enlarge the facility- to over 400-000 square feet in another building project The newest addition covering 120000 square feet is to cost an estimated $980000 according to information listed on the building permit granted by Springettsbury Township The first phase of the new construction began this week with completion scheduled by March of 1974 Noonan Inc York has been awarded the general contract with financing through the York Coun ty Industrial Development Authority Officials of the company said in an announcement that of these expanded facilities will enable us to better serve our existing customers and to handle additional sales volume projected for the Completed last Year The previous expansion project begun in 1971 and completed tbe following year was carried out at an estimated cost of $1500000 and created area needed for consolidation of the Food Service Division which had been located in Hanover and at Dallas town RD 1 The company also operates its Wholesale Food Division at the Sherman Street location and its Plumbing Heating and Industrial Supplies Division at 320 George St The company franchises independent supermarket operations as Super-Thrift Markets as well as operating 11 supermarkets its wholly-owned subsidiary Super-Thrift Mar kets Inc Total employment at all company operations is in excess of 800 employes with consolidated sales of over $88 million in 1972 A 10800 HERE FACING GAP IN WELFARE AID LACK OF STATE BUDGET ACTION MAY HOLD UP PAYMENTS All payments by the state including checks to welfare recipients will stop today if appropriations are not enacted to authorize state expenditures Payments due Tuesday in York to some 4500 families representing about 10800 persons cannot be delivered it was announced by Welfare Secretary Helene Wohlgemuth Checks will not be issued to these and other needy persons throughout the state until an approved budget for 1973-74 is enacted or until some stopgap measure is taken by the state it was explained Legislators Standby Rep Stanford I Lehr R-95th Dist said legislators are now on 24-hour standby should there be some proposal to consider that would rectify the situation but he said that at this point it looks like there will be for state employes as well as for welfare recipients and for all services paid by the Commonwealth tried our best to keep this from Lehr said He explained that almost a month ago the House passed a stopgap appropriations bill but it was -never brought out of committee in the Senate It is a he remarked but unless there is a special call to the legislators hey will not meet again until Monday July 9 The welfare secretary said cash assistance recipients who receive their checks through banks instead of by mail also are affected if a budget is not approved Detective Hurt Wayne Ruppert Injured as Air Compressor Explodes City Detective Wayne Ruppert 47 of 1505 George St was reported in serious condition in York Hospital after suffering left arm and left leg injuries when an air compressor exploded at his business place adjacent to his home Friday Ruppert was placed in the intensive care unit after undergoing surgery from 6 to 8:30 pm A surgeon repaired his left arm both bones of which were nearly severed in the explosion as Ruppert was filling an air bottle from the compressor The injured man operates York Skin Divers Inc and is a veteran scuba and diver in addition to being on the police force for 18 years Mrs Ruppert said that Dan Templeton Lancaster and acquaintance of her husband was chatting with' him when the compressor exploded Debris struck Templeton in the leg but he did not require hospitalization Grantley ambulance conveyed Ruppert to the hospital FUNDING FOR GROWTH PLANNING IS APPROVED Congressman George A Goodling announced Friday that he had been advised that the Economic Development Administrative announced a grant of $70000 to the Pennsylvania Office of State Planning and Development The funds will be used to carry out a program of planning for economic' growth and stimulation of employment in an eight-county area damaged by Hurricane Agnes last summer Adams Cumberland Dauphin Franklin Lancaster Lebanon Perry and York counties Free Bus Rides For 65s Begin Sunday Senior' citizens 65 years or older will be able to ride Reliance Motor Coach Co buses free of charge within certain hours beginning Sunday Reliance is participating in free transit program for older citizens who will be permitted to ride free during Victims to Meet State Officials on Relief Aid Victims of the 1972 flood in the Glen Rock area will have a opportunity to meet with state officials to seek state aid for losses suffered in the flood it was announced today by A Car-ville Foster Jr R-93rd Dist Representatives from the State Department of Community Affairs will be in the Glen Rock Community Building from 11 am to 3 pm Tuesday Foster explained that applications for refunds will be funded out of a $40 mllion allocation passed earlier this year by the General Assembly cover both real and personal losses suffered in the June 1972 will be sent directly to Baskin Police Squabble Jackson Reports Dispute Over Statement By Laird Public Safety Director Leslie Jackson has acknowledged an internal dispute over his report this week on investigations into misconduct allegations against two city police lieutenants and clarified an earlier related report The internal disagreement in- volves account car- tied Tuesday the Dispatch that the review board unanimously drooped as unfounded the complaint against Lt Newton Brown head the traffic safety office Jackson acknowledged the dispute and said he was aware Capt Charles McCaffery disagreed with his report McCaffery is head of the community relations office ant figured in 'the investigations Jackson said he could "not confirm report that other oi colleagues on the board also disagreed The dispute appears to involve characterization the view in case 'and even that the complaints were dropped at all Informed by Chief Jackson Said he based his report on information he
