STYMIED ON TRAFFIC PROJECT PENNDOT FUND SHORTAGE HITS QUEEN-LEADER'S HEIGHTS CURE Lack of funds may be the biggest stumbling block in the path of a plan advanced by York Township officials for improvement of the intersection of South Queen Street and Leader's Heights Road, state officials said. Only the most pressing projects are being considered by the State Department of Transportation, according to officials, because of a severe cutback in funds. Township officials said they had met with PennDOT officials some time ago and agreed on a plan to widen Queen Street by building up the east berm.
