recomputation of its state tax surcharge with the Pennsylvania Public Utility Commission under the state ax adjustment procedure order of March 10 1970 The new surcharge rate is 774 per cent on bills a plastic locking device bolding the shoulder belt connection to the lap belts The general manager of the Ford Customer Service Division Benton Jr said a very small percentage of the grommets have been found to break with repeated use He said the result would be failure of the harness to click into position Benton said that shoulder belts are used so seldom that not many of the grommets were likely to break had about 80 cases of breakage another Ford spokesman said though there have been no reports of injuries as a result of the breakage from surveys which indicate that less than 5 per cent of drivers and front-seat passengers use shoulder Benton said suspect that many of those who return their cars to their dealership for grommet replacement will be taking a close look at the
