fiWn i i SELECTION The Salt luike Tribune Thursday November 10 19X8 A7 Revolt Barely Dents Republican Armor MAKEUP OF STATE LEGISLATURE Di earn of Demo House a Royal Flop As GOP Remains King of the Hill Salt Lake County Races District 22 21 of 21 Districts District 38 19 of 19 Districts By Dan Bates Tribune Staff Writer Both parties seized rival turf but Republicans managed to thwart steep Democratic expectations on Election Day and hold their ground in the Utah Legislature Most incumbents had feared a backlash by tax-weary constituents But the anticipated fury never fully evolved Utah Republicans also were more likely sustained through Presidentelect George overwhelming victory here than Gov Norm Ban-gerter's come-from-behind win party observers mused skirmish did cost the GOP two seasoned Salt Lake City lawmakers House Majority Whip Olene Walker and Rep LaMont Richards Democrats however only mustered a one-seat net gain in the House They fell far shy of toppling a Republican majority in that polity which some Democratic Party chiefs insisted could wobble their way Whereas the House currently slants 48-27 for Republicans it will take a 47-28 GOP dimension when the 1989 annual session convenes Jan 9 Yet in the face of the Democrats' slight inroad in the House the Senate gained a Republican on Tuesday Boyd Storey a former GOP Weber County commissioner ousted three-term Democratic Sen Darrell Renstrom of North Ogden It never became a public campaign issue but the incumbent recently was tried and acquitted on a sex-abuse charge lodged by a hitchhiker As a result of Mr Storey's win Republicans now will rule the Senate by a formidable 22-7 margin All told outcomes in Tuesday's 14 Utah Senate contests retained seven Republican and three Democratic incumbents They also confirmed Craig Peterson of Orem a GOP senatorial appointee from the House ranks Lane Beattie a GOP newcomer from Bountiful and Dixie Leavitt a former Cedar City senator who managed an unopposed comeback Taking full stock of the still-unofficial returns the 104-membership makeup will remain 69 Republicans and 35 Democrats So in a nutshell the GOP foundation remains sturdy on Utah's Capitol Hill even though campaigns were laced with anti-tax anti-educator and thus anti-incumbent inclinations a positive movement WTe did pick up one seat" said House Minority Whip Blaze Wharton D-Salt Utah House of Representatives Lake one of Tuesday's winning incumbents not too bad" said House Majority Leader Nolan Karras R-Roy said Wednesday of the gam while savoring his own re-election win wasn the mass defection among GOP supporters) that we thought could he noted the dust settled and when you think of the tax rebates the thrifts and income-tax reductions we had to grapple with heck you have to think Houdini is still alive" said the GOP leader thought win a few more frankly" he added The Democrats netted a surprising 13 House seats in 1986 prompting some party officials this year to entertain thoughts of gaining 11 more Tuesday to secure a 38-vote minimum majority Rep Wharton who is also the Utah Democratic Party's executive director said he figured Democrats could realistically win from six to eight more seats in 1988 really tough for us in a presidential he stressed noting the GOP stronghold on Utah's national-politics scene and 1986's strides in 1990 will be important for us for reapportionment" said Rep Wharton alluding to partisan control over the drafting of new legislative districts based on the next census Democrats woke us up two years ago" said Rep Karras we spent more time and resources on these campaigns this year than ever before" House Republicans still yielded five seats to Democratic candidates Tuesday including the two occupied by Reps Walker and Richards and three left open by incumbents who declined re-election bids this year The new Democrats elected to previously GOP seats are: Dionne Halverson a former House administrative staf'r who beat GOP businessman Joseph Florence in Ogden's District 10 Paula Julander a nurse and businesswoman who took District 24 in Salt Lake City A venues University of Utah area two occupied by contending incumbents in Utah County and two in Weber County vacated by lame-duck representatives crippled in spring county-convention fights The new Republicans who won those seats are: Martin Stephens mayor of Farr West who defeated Democrat Duane Winchester a Mountain Bell executive from Harrisville in Weber District 6 Douglas Holmes a South Ogden lawyer who beat Democrat Bernard Allen an Ogden lawyer in District 11 Don Strong a Springville lawyer and former representative who took District 65 seat back from first-term Democratic Rep Glenn Bird a Springville High
