African National Congress pledging to correct a "racially distorted" economy unveiled a plan Friday to give nearly a third of the country's farmland to dispossessed blacks Expected to triumph when South Africa holds its first multiracial election April 27 the ANC also said it would consider nationalizing some industries While the plan does not explicitly say white-owned land or businesses would be bought or expropriated its clearly stated goal is to give blacks a greater share of wealth now controlled mostly by South Africa's long-dominant white minority "Our income distribution is racially distorted and ranks as one of the most unequal in the world lavish wealth and abject poverty characterize our society" the African National Congress said in its 61-page Reconstruction and Development Program which was released at a news conference President FW de Klerk's government has warned that an ANC victory will lead to economic stagnation and flight of foreign investors and it pointed to another ANC draft document released Wednesday that called for an end to private control of mineral wealth -This is clear proof that the ANC is still clinging to outdated socialist policies" the National Party said Thursday The ANC's economic-policy document is expected to be ratified by the party leadership later this month Even as the plan was being made public ANC leader Nelson Mandela said his party had moved away from nationalization and sought only to reorganize the economy to satisfy the needs of the long-denied black majority Speakirtg to an ANC Youth League meeting he said his
