a G. J. son. and The Salt Lake Tribune Thursday, June 6, 1985 Police Say Sex Was Motive In Roosevelt Homicides Special to The Tribune ROOSEVELT Though a link between a weekend double homicide and a later suicide has not been confirmed, Roosevelt police Chief Cecil Gurr said Wednesday that it is the lead." And police have now determined the killings were sexually motivated, the chief said. Kathleen Orphan Carrick, 35, and 10-year-old daughter, Nichole, were I found stabbed to death Monday in the Roosevelt trailer park where they lived.

While other possibilities remain under investigation, the chief said officers believe the killings are connected with the apparent suicide of Michael Lee Winner, 28, Missoula, found shot in the head when police went to his house to question him about the crimes. State medical examiner's autopsies indicate the killings took place early Sunday morning, the chief said. Evidence also indicates both victims struggled with their assailant. Certain "physical evidence" indicated the motive was sexual, the chief said, but he would not comment on specific evidence. A final determination on the killings and suicide will not be made until evidence is processed at the state crime lab.

Driggs Elementary's namesake. Driggs School's Namesake, Utah Educator, Honored There are fewer students today but the Howard R. Driggs School, Holladay, is as colorful as the day it opened 20 years ago Wednesday. Driggs family members gave students a birthday present in a celebration honoring the school's namesake. Howard Driggs' son Terry commissioned a bust of the late Utah author, educator and historian that was sculpted by Utahn Avard Fairbanks.

Dr. Driggs' son, Perry Driggs presented the bust to the school. "Six teachers, who are still working at Driggs, were here when the school opened, and most of the staff has been here a long time," said Principal Eugene Price. "Little has changed." Yellow panels and bright red doors still greet children coming through the main entrance. "The Driggs family is proud that such a beautiful building was named after their father and grandfather," said Mr.

Price. "Like its namesake, the school is one of a kind." Howard Roscoe Driggs wrote more than 80 books and co-authored another 12 on American pioneers and the West. His Pioneer Life Series, including Texas Ranger, White Indian Boy and Hidden Heroes of the Rockies, were written for grade school use. He was responsible for getting more than 100 tax-supported libraries started in Utah with buldings provided by Andrew Carnegie. Dr.

Driggs helped organize the Utah Pioneer Trails and Landmarks Association and was president of the Oregon Trials and the American Trails Association. He was elected to the Western Hall of fame in 1952. He also was president of the Utah Education and National Education associations. He was born in Pleasant Grove in 1873, and was principal of a grade school in Linden. Later, he was head of the English Department of the Normal School in Cedar City.

Dr. Driggs was associated with the English Department at the University of Utah for 27 years. In 1923 he went to New York University as a visiting English professor and stayed until his death in 1963. "The children here know about Howard Driggs," said Mr. Price.

The Wednesday. VISTA Plans Survey to Assess Utah's Rural Housing Needs VISTA workers will conduct a statewide survey during June and July to assess and develop a plan to deal with housing needs in rural areas. Bill Walsh of Utah Issues, which is coordinating the survey on behalf of the Utah Housing Coalition, told a meeting of coalition members Wednesday that preparatory work for the survey is virtually complete, but noted that planners are still trying to cope with the persistent problem of limited funding. He asked local agencies that belong to the coalition and will benefit from the results of the survey to help cover necessary expenses, such as mileage reimbursement, and to provide moral support for the VISTA workers, most of whom are not "instant housing experts." Financial support also is being sought from the state through Community Development Block Grant funds. Those funds may be available in early July, but until then, VISTA workers have been advised to "hold costs down." he added.

Mr. Walsh said he hopes to have survey data ready to present to the state Legislature for its regular session next January. One coalition member said the information will be invaluable to local communities and the state, which lacks documentation on the subject. The state has been divided into 10 regions, with VISTA workers and representatives of various local agencies cooperating on gathering data for the study. Surveyors will make note of every inhabited structure in and around communities of 2.500 people or less and will attempt to determine the attitude of residents toward housing, asking questions such as "Who should be responsible for providing housing?" Utah Issues also plans to conduct training sessions involving people with housing needs and those with resources to provide that housing.

It also plans to work with local agencies to resolve basic needs, Mr. Walsh said. "This is unique, something not tried anywhere else as far as we're aware with the scope of the whole state. We're going to come up with a study of where the needs are greatest and a plan to address those needs." he said. Most urban area governments have conducted housing surveys, but rural communities often don't have the resources to do their own studies.

Mr. Walsh pointed out. VISTA, a federally funded poverty program, will pay the workers' stipends, which amount to less than $400 per month, and local agencies are being requested to provide office space and telephones and to assist, where possible.
