He forced her to walk with him to the front of the store where he had her place the money in a bag. The gunman fled from the store on foot and was seen crossing 4000 West about a block from the store, Lt. Crebs said. A 10-minute delay in notifying the sheriffs office pn. ented the capture of the suspect, he said.

In one decision, the Supreme Court struck down more statutes as unconstitutional than it had in its entire history, Mr. Lee said. Although the decision was greeted as a disaster by many members of Congress and was a clear victory for the president, Mr.

Lee said, the decision was actually a victory for the Constitution. Mr. Lees lecture was sponsored by the Hinckley Institute of Politics and the Associated Students of the Universty of Utah. Mr. Lee was dean of the Law School at Brigham Young University from 1972 until 1975.

veto it. Legislative veto is Congress power to pass a law that is recommended by an administrative agency. The legislative veto is written into a wide range of laws including foreign arms sales and the 1973 War Powers Act. These laws may be struck down as a result of the Supreme Courts ruling in the Chadha case. Although every president since Herbert Hoover has tried to challenge the legislative veto, none have succeeded because it was written into so many laws.

As the former president of the board and general manager of the Deseret News, his contribution was that of a dynamic leader whose gracious warmth and deep loyalty to his church and society will be missed. The Rev.

Robert Rigstad, executive secretary of Shared Ministry in Utah, representing five Protestant denominations said, We join in expressing our sympathy to the Council of the Twelve upon the passing of Elder Petersen. Comments from other LDS associates include one from President Ezra Taft Benson of the Council of the Twelve Apostles who said: El- which guide their decisions. The reality of their (government officials actions were very different I from what we were reporting during the Watergate scries. He cited that in the beginning, only 14 of a force of 2,000 reporters in Washington were assigned to deal with the Watergate story. Fluff, Gossip Columns Besides the laziness of reporters, Mr.

Bernstein charged that fluff and gossip columns are maligning Americas papers and it is time to return to the primary function serious reporting. Gossip is the triumph of the trivial over the signifi- -cant this is no time for self-congratulations, he added. Mr. Bernstein speculated on the ability of the media to be the publics watch dog considering the press has become part of the same financial and bureaucratic institutions it is attempting to cover. He said the 1 nature of the reporters job is to be on the outside, which is necessary to maintain independence.

However, he added, a good story requires the will" to cover it. The reluctance of a publisher to print a story goes by the wayside when presented with a good story. All the notoriety hasnt influenced his ability to work. Fame is intrusive on the personal level, however it helps get people to return your phone calls, he concluded. Investigation is continuing. Continued From Page B-l then Congress must have a two-thirds majority in both houses override the presidents veto. The presidents veto enables him to participate in making legislation, albeit in a negative mode, Mr. Lee said. But in 1932, Congress discovered a way to avoid the presidential veto.

It was ruled constitutional that Congress could refer a bill to an administrative agency which could make a decision and send the bill back to Congress. If Congress liked the bill, it could be passed without ever being subject to a presidential veto. Thus an agency could make a decision, as the attorney general did on Mr. Chadha, and refer it back to Congress who could approve it or Religious Associates of Elder Mark E. Petersen within the Church of Jesus Christ of Latter-day Saints as well as Catholic and Protestant leaders Thursday expressed sadness at the apostles death, calling him a man of faith and good will who carried out his church duties with vigor and distinction.

President Spencer W. Kimball, leader of the five million-member church said, "His passing is a great loss. He was an excellent man, a hard worker very devoted to the work. It is surely sad to see him go. A statement from the First Presidency of the church, which includes President Kimball, President Marion G.

Romney and President Gordon B. Hinckley reads: At the passing of Elder Mark E. Petersen, the First Presidency of the Church of Jesus Christ of Latter-day Saints joins with his many friends and associates in extending love and condolences to the members of his family. Elder Petersen was a man of faith and good will who spent his life in building the church and community in helping others, and as an Apostle testifying of the divinity of the Lord, Jesus Christ. While we mourn his passing, we rejoice in the quality of his life and the power of his testimony and example.

His eloquent voice and pen will be greatly missed among us. His family and associates will always hold him in honored remembrance, and many yet unborn will be influenced by the literary legacy and the example of righteous living he has left behind. Re-Evaluate Itself It is time for the media to turn its considerable analytical power on itself and re-evaluate the role it plays in society. The medias failure is passivity, not irresponsible zeal as President Reagan would have the public believe, he said. Reporting is not stenography. It is the best obtainable version of the truth. This stenographic approach to journalism stems from the tendency of reporters to forget that politicians are human beings with weaknesses and strengths Peterson A church shall sorely miss his dynamic leadership.

The First Quorum of the Seventy said: We rejoice in the blessing we have had as individuals and as a Quorum in our association with Elder Mark E. Petersen. Across the earth we have heard the strong, clear voice of this special servant of the Lord as he declared with singular force and power the message of the Master and of the restoration of the Gospel. The Saints have been enlarged and moved in their understanding of the truth as this true Apostle of the Lord has instructed and testified of the divine mission of the Lord Jesus Christ. May God bless his memory and comfort his loved ones.

His voice will be missed. The message from the Presiding Bishopric said: A great champion of revealed truth has left our midst. Who can measure the contribution of this noble son of God! His voice and pen leave a spiritual legacy which will bless mankind for generations to come. He was courageous in defense of truth and an unyielding advocate of the princi: pies of righteousness. He was a true witness of the Lord Jesus Christ.

Elder Thomas S. Monson, a fellow council member and chairman of the board of the Deseret News Publishing said: In the 134 years of the Deseret News, Americas oldest daily newspaper west of Santa Fe, many giants of journalism have contributed to its voice. None stood taller with the Deseret News than Mark E. Petersen. None served it as long.

None contributed as many years to its leadership. SKR7EAR VARIOUS NAME 50 SKI PARKAS MEN'S Reg.
