Reloaders Powder Sale Top name brand By Harold Schindler Tribune Television Editor An experiment in "pay-per-view television in Utah the Sept. 9 boxing match between Junior Welterweight Champion Aaron Pryor and three-time champion Alexis Arguello from Caesars Palace in Las Vegas is enjoying what Community TV of Utah describes as a brisk response from subscribers to minimal promotion efforts thus far.

The youngster attends Edgemont School in Provo and will appear on Childs Play segments seen next Monday, Wednesday and Friday on KSL at 8:30 a.m It looks as if Adams Communications Minneapolis, has bought KSTU TV20 and two other Springfield Television Corp. stations for a total of $47.3 million. The board of directors of STC approved the sale, which now must be OKd by company shareholders and the Federal Communications Commission. Involved in the deal are WWLP-TV, a welterweight bout between Tommy "Hit Man Hearns and James Green as well as portions of the 17th anniversary party for Caesars Palace) from Community TV.

The account numbers of customers who order the fight card are entered into a master computer owned by Community TVs parent company, Tele-Communications, in Denver. On the night of the bout, access signals addressed to subscribing account numbers will be transmitted by satellite to Utah, moved through the coaxial cable, clearing the fight through the tap to each of the designated television receivers. In one respect, pay-per-view and traditional television share something in common; once a subscriber has paid his $14.95 for the fight ($18.95 after Friday) he can invite friends over to the house to enjoy the evenings entertainment with him. If the Pryor-Arguello rematch is a success (from the pay cable point of view), viewers can expect more special event programming almost immediately. The fight, incidentally, is a joint venture arrangement between Caesars Palace and four of the nations largest cable companies: TCI, Group Warner Amex and ATC. The partnership has a good bout for the inaugural event.

Pryor won a 14th-round technical knockout from Arguello in 1982 in a slugging match that was described by some writers as the fight of the year, but then, they say the same thing about a lot of family arguments. Boxing isnt the only sports event in the news these days. KUTV, with what seems to be an absolute penchant for masochism, has opted to dump Part II of a four-part, 10-hour NBC encore of Mario Puzos The Godfather. The Complete Novel For Television. It is NBCs intention to transmit the three-hour Part II on Monday beginning at 7 p.m. Part III will air as a two-hour segment Tuesday beginning at 8 p.m., with Part IV Thursday at 7 p.m., as a concluding three-hour episode which sees Michael Corleone (Pa cino) take over the crime family and ultimately face a showdown after a plan to enlarge its operations is thwarted. But, KUTV is one of a number of NBC affiliates who signed up to televise the Penn State Nebraska NCAA Football Game on Monday at 7 p.m. Word is the network decided to toss a monkey wrench in those plans by scheduling the four-part Godfather blockbuster, Godfather I and Godfather II combined.

NBCs response was hysterical laughter. The KUTV asked if the network would mind terribly if the station delayed all the segments of The Godfather one extra day, which would allow it to air Part II on Tuesday, Part III on Thursday and Part IV on Friday.

NBC came back with a tight-lipped Get lost. So, if you are a college football fan, you will be delighted with Penn State-Nebraska, unless, course, it turns out to be a bummer. If you are a Puzo fan, you will not like what KUTV has done. If you are a Puzo fan and a college football fan, you probably will be a basket case by Tuesday. And so it goes.

But the Pryor-Arguello rematch will only be available in the Salt Lake, Davis and Ogden areas, and then only to those cable subscribers who have the new and sophisticated addressable tap converter equipment on their sets. That includes some 7,500 of Community TVs 51,000 hookups in those areas. Bob Livingston, Ray Corrigan 5:30 a.m. CD Get Smart Advertisement Additional procedures to reduce the chance of child kidnapping, abuse and molestation around schools have been issued by John Reed Call, superintendent of the Granite School District. He called for implementation of the procedures in an administrative memorandum to elementary and secondary school principals, supervisors and other administrative personnel in the states largest school district. He presented the memorandum to principals and administrators during a during the schools districts orientation program Tuesday for school teachers before school opens.

Paramount Importance As our society witnesses an increased number of incidents of molestation, abduction and murder of children, and as case studies show that child abusers frequently will try to make contact with children who are at or on their way to and from school, it is of paramount importance that schoolcommunity supervision and procedures be designed to protect our youth, said Dr. Call. The new procedures are: Make a personal visit accompanied by another person, perhaps a PTA representative, to homes which are in view of schools and playgrounds and ask occupants to be alert to individuals, vehicles or activities of a suspicious nature or which give an indication of danger for children. Such conditions should be immediately reported to the schools or appropriate law enforcement authorities. Request that teachers make a formal presentation to students where appropriate regarding proce dures a student can follow to reduce the chance of involvement with a potential abuser.

Teachers should be reminded to repeat or review the precautions as needed, depending on the age of their charges. Students should not be released from school on the basis of unverifi-able telephone requests. Parents requesting release of young elementary children should be encouraged to pick the child up at school. Requests for releasing children from those other than legal guardians should not be honored. Club leaders, athletic coaches and others desiring release of students should be referred to the students guardian.

A communication should go to the home of every elementary child discouraging his or her parents from delivering or sending children to school before staff is on duty in the morning (20 minutes before school starts for elementary schools and 30 minutes before in secondary or junior and senior high schools). Further, parents should be discouraged from having young elementary children remain after school unattended. 0 Be cooperat ve and supportive of community-wide efforts to protect children through "parent watch task forces," "mothers corner programs and similar endeavors. Relay Procedures Dr. Call said principals and other administrators should relay the procedures to teachers and school employees.

He said the procedures should be considered as school district policy and are in addition to the school district's Safe Child adopted in September 1982.
