11) Friday. Jun 176? HARM BASEMENT 1UK iiiiiii ma S' A- THE SUN USS Evans Warned, Aussies Sav UNITED rESS INTf Juit prior to their fatal collision last Tuesday, the Australian carrier Melbourne tuice ordered the U. S. destroyer Frank E. Evans to change course and got no response, reliable sources told UFI.

The sources, who declined to be identified for publication even by geographic location, said yesterday officers on the Melbourne bridge realized collision was possible when they saw the Evans fail lo complete a turn as expected while changing stations and head directly toward them. The destroyer was traveling from antisubmarine guard station ahead of the carrier to a station assigned "rescue destroyers" for flight operations either behind the big ship or beside it. Melbourne-was about to launch or land planes. The Evans crossed the carrier's bow from right to left and was cut in two. Seventy-four Americans lost their lives in the South China Sea accident.

(In case of possible collision between an aircraft earner at flight operations and a smaller ship, standard procedure in both navies requires the smaller ship to take evasive action. It. is called the "burdened" ship.) The sources said U. S. Navy officers were told in briefings that the Melbourne bridge officers signaled the Evans to change course urgently as soon as they saw the destroyer's course was taking it.

toward them. Preliminary reports. indicate the Evans failed even to acknowledge this signal. It, was not disclosed what method the Melbourne used for this signal, but usual procedure for such communica-tjons in night-time emergencies would be direct bridge-to-bridge radi otelephone. Flashing light vis the other method that could have been used.

As the two ships continued to close, the sources said, the Melbourne sent a second message saying she was going to "parallel" an Australian navy term which means that both ships are to swing to their port (left) side, so that the two vessels would pass clear with each to the other's right side. The Evans again failed to acknowledge the signal and sailed directly under Melbourne's bow, the sources said, leaving the Melbourne bridge no time to turn. They said the possibility was not. ruled out that the Evans had encountered steering or engine failure. But it.

was considered unusual in that case for the destroyer not to have advised the carrier of it. (In Sydney, official reports from the Royal Australian Navy indicated its position at a forthcoming naval inquiry would be that the Melbourne sounded "emergency stations" alarms before the collision happened.
