i County Against Letting Man Out of Jail SL Detectives Seek Clues On Idaho Killer 4B The Salt Lake Tribune Saturday April 30 1988 Some Mental Health Audits Destroyed Auditor Says to explain Binick's disappearance to Maryland officials when they come to take him back to BaitL-rnore to stand trial State's attorney Mark Cohen said from his Baltimore office that a Maryland grand jury issued an help financially toward a defense fund for Binick once he stands trial in Maryland But Friday Binick was asking to be released from jail his home since March 14 when he turned himself into the FBI After a morning hearing Judge VanSeiver asked the staff of Pre-Trial Services to evaluate Binick and give her a recommendation by the afternoon At the afternoon hearing the judge decided she still lacked enough information and told Binick he would remain in jail over the weekend while she reviewed more material She said she would decide on the release request on Monday "What concerns us is that he changed his name and obtained another Social Security number after he fled said Deputy Salt Lake County Attorney Bud Ellett has shown that he has the ability and the creativity to change his identity again" Mr Ellett said we let him out of jail now Fm afraid we will be looking for a man with another identity and another Social Security number in another state" Mr Ellett said Utah employees at the center had formed a non-profit organization Achievement Corp the sole purpose of obtaining real The corporation owns Achievement House a youth group home in Carbonville employees formed a second non-profit corporation to build a federally-approved 12-plex apartment complex to be constructed this fall to house mental health patients employee has earned any money from either said Four director James Whear welcome any audits of what we've done Mr Whear said the first corporation was formed after owners of the youth home wanted to sell the facility we couldn't find any other He said that rents charged at the youth home are below fair market value Mr Whear said the second corporation was set up to obtain federal financing But Mr Day says that an arrangement in which center employees buy facilities and then lease them back to their place of employment is conflict of interest" Surplus funds at the state mental health centers totaled $889000 last year Balances were reported at Bear River Davis South West Four Corners and Uinta Basin In 1980 five mental health centers reported fund balances totaling $708500 and in 1985 fund balances at eight mental health centers totaled $14 million Except for Timpanogos Mental Health the state's mental health centers are privately owned Mr third report located by Social Services questioned how Central Utah Mental Health had not only a killer but is an alleged drug user and seller and a thief and burglar Another Wyoming homicide possibly attributable to Rhoades involved the murder of 27-year-old Sharlene Severyn at a was killed Those crimes stopped suddenly after her murder he said Detective Bell admits that the evidence is circumstantial He also says Rhoades is the best suspect the task force has had since its inception in the summer of 1986 That is saying a lot since the task force has looked at more than 6000 people since it was established Detective Bell said He acknowledges some people may be afraid to testify about Rhoades but the detective points out that Rhoades is currently under four death penalties on Idaho's death row He was convicted and sentenced to death for the murders of Stacy Dawn Baldwin who disappeared from a Blackfoot convenience store Feb 28 1987 She was found at a dump shot to death the following day Rhoades also was sentenced to die for the March 19 kidnap rape and murder of Susan Michelbacher 31 an Idaho Falls school teacher abducted from a grocery store parking lot He pleaded guilty to the murder of Nolan Haddon an Idaho Falls convenience store clerk who was forced
