N3 -Tribune Staff Photo by Tim Kelly Dense fog reduced visibility to one-eighth officials to ask that people reduce the use of a mile Wednesday and forced health of wood-burning stoves and fireplaces. 'Gunk' Leaves S.L. in Fog, Spurs Warning Dense fog that settled into the Salt Lake Valley Wednesday was laden with enough gunk to cause health officials to warn people with heart or respiratory ailments to take it easy and stay indoors.

The Utah Department of Health also asked for a voluntary reduction in the unnecessary use of wood-burning stoves and fireplaces in northwestern valleys. Early Wednesday, the fog thickened to reduce visibility to one-eighth of a mile in Salt Lake City. According to Louis Miller, director of the Salt Lake International Airport, that's enough to create delays during busy hours at the facility. But the fog thinned possibly due Attempted Murder Charge to five hours of fog seeding shortly before dawn, and Mr. Miller reported only minor delays.

The National Weather Service has issued a dense fog advisory through Thursday for Utah and Davis counties and Salt Lake County west to Tooele County. Cache Valley is also included in the advisory. William Alder, meteorologist in charge of the service's Salt Lake City office, said a "medium type" storm approaching from the West Coast should "start mixing things around" by Friday. Scattered rain or show is likely Friday and Saturday with skies turning partly cloudy by Sunday. Suspect, 38, Arraigned in S.

L. In Shooting Sheriff's Deputy A Salt Lake City man accused of shooting a Salt Lake County sheriff's deputy was arraigned Wednesday on an attempted murder charge. Karl W. Winsness, 38, 448 N. 900 West, appeared before 5th Circuit Judge Floyd Gowans, who ordered him to return to court Tuesday to determine if prosecutors and Winsness's defense lawyer are ready to conduct a preliminary hearing.

The judge also scheduled a Friday hearing to determine whether Winsness's $100,000 bond should be reduced. Winsness is accused of shooting county narcotics Detective Keith Rogers in the chest when Deputy Rogers and eight other officers served a "no-knock" search warrantat Winsness's home about 8:30 p.m. Friday. Officers have said they served the warrant after an alleged cocaine purchase occurred in the house an hour earlier. Deputy Rogers was struck near the aorta by a slug fired from inside the when officers forced open the front door of the residence.

He was listed in satisfactory condition Wednesday at LDS Hospital, a hospital spokesman said. Winsness has been held in the Salt Lake County Jail since early Saturday morning. He was released from the Utah State Prison last April after serving a sentence for a 1982 conviction on a weapons violation. Department of Corrections officials had placed him on parole at one point during his sentence, but he was returned to prison to serve the remainder of his sentence after he was convicted on a controlled substance charge while on parole. Snag May Extend Ban for Hercules Salt Lake County commissioners, ready to approve plans to protect Hercules' Bacchus East from residential encroachment Wednesday, may be forced to extend a construction ban set to expire Monday.

The measure adds danger belts with design and construction standards to county ordinances and rezones land around the plant where rocket propellants are made. Plans to approve paperwork stopped abruptly after a representative of Utah Title Co. told commissioners Hercules refused to buy 22 acres as outlined in agreements. "A mix-up," explained Deputy County Attorney Kent Lewis. The county thought Hercules bought the property along with 65 acres next to it.

Hercules didn't know it was supposed to buy the land, he added. Dave Nicponski, public affairs manager for Hercules' Utah operation, said the company thought had everything solved. Hercules has complained about housing development near the plant since 1972. Winds generated by an uncontrolled blast at the works could shatter windows and crack plaster 1.5-mile away in the danger zone. That forced up insurance and security costs.

Unless residential encroachment ends, Bacchus East would be moved from Utah costing 1,300 jobs, company officials had warned. To save those jobs, West Valley plans to annex the plant and sell a $10 million bond to buy undeveloped land around it. Hercules would spend $8 million more to buy out other owners in the blast area. Protest at Capitol Marks 37th Year of N-Tests Anti-nuclear protesters Wednesday celebrated the 37th anniversary of nuclear weapons testing in Nevada with a protest in the Capitol Rotunda, calling for an end to testing and justice for radiation victims and their families. Speakers blasted Supreme Court ruling that victims of nuclear testing cannot seek redress and compensation for their cancer and deaths and the discretionary function law giving the federal government immunity to claims if it can show it was done in the interest of the country. Thirty -seven years of testing has left a terrible trail of victims and suffering, said Downwinders Director Preston J.

Truman. And this year's gathering is a little more somber than others because of the Supreme Court decision. "The Department of Energy conducts the may feel the fight is over," he said, "but we are here to say the fight has only begun." He urged the crowd of 50 to "take active participation to see that the nuclear test site is closed forever" so they could meet again next year in celebration. Pat Broudy, the first person to sue the government for compensation for the death of her husband, Air Force Major Charles Broudy, from radiation at 57, vowed to lobby for the repeal of the discretionary function bill. Mrs.

Broudy's 10-year long lawsuit seeking compensation was rejected by the Supreme Court, called for federal relief for the suffering, both emotional and financial, of radiation victims. "The discretionary function law is an action to murder in the name of the United States government," she said, noting it allows to do what it wants, "with no one to answer to." She called for people to show support by asking elected representatives to repeal the law. Also speaking at the rally was Bonnie McDaniel, whose father, an atomic worker at the Nevada test site, died from radiation and Dave Timothy, who lived on a dairy farm near St. George downwind of the early atmospheric tests and has lost his thyroid gland.
