50-mile strip of Interstate 15 in remote southwestern Utah St George's Dixie College and Cedar Southern Utah University have enjoyed a mostly cordial cooperative relationship since the beginning of the century But an ugly squabble over state funding and course offerings is about to spill into the 1999 Legislature and one angry lawmaker is calling for Dixie to become fifth four-year college despite concerns from the state Board of Regents The fight could show a crack in the foundation upon which nine public colleges and universities have operated for the Fast three decades The governor-appointed Board of Regents established in 1969 oversees all state colleges The idea behind a single board for all the schools is to ensure systemwide cooperation in program offerings and to smooth over skirmishes that are inherent among institutions that compete for students and state funds But if Rep Bill Hickman R-St George has his way the Legislature will bypass the regents and dictate a change that would allow Dixie to offer baccalaureate degrees something SUU already does He said the move is necessary because the regents have not responded to the growing needs of St George Board of Regents tends to be obstructive and Hickman charged more interested in preserving the institutions and their turf than they are in serving the citizens of the Higher Education Commissioner Cecelia Foxley is circumspect about the plan to put two four-year colleges in an area that holds only a sliver of Utah's population you say there is a need to have two four-year institutions to serve 11 percent of the population of Foxley asked adding that the regents are working on a systemwide master plan to address the entire higher education needs existing public four-year colleges are located in Cedar City Orem Salt Lake City and Logan Foxley did not rule out the possibility St George ANN JOHNSON SPECIAL TO THE TRIBUNE When Park City fell on hard times following World War II most of the neighborhood as a positive step Officials believe the homes selling for $80000 and $90000 to qualified buyers earning 80 percent of the Wasatch Front's median income will offer stability And the city is installing a park next to the soon-to-be renovated Washington High School in hopes of giving the area a better gathering place But residents believe more is needed Neil Hansen said he and his
