for history As recently as five years ago few people even remembered the Titanic Then on Sept 1 1935 an American search team headed by Dr Robert Ballard of Woods Hole Oceanographic Institution with additional funding from the National Geographic Society and the US Navy discovered the Titanic's final resting place It was a story to capture the imagination and has been told sketchily on television in newspapers and magazines Perhaps the most completely detailed writing done on the fascinating search for the ship was published in the December 1986 issue of National Geographic But now in a remarkable documentary entitled Secrets of the Titanic a special presentation of the television series National Geographic Explorer premiering Sunday at 7 on the Ted Turner cable television station WTBS the full story of the construction the passengers the voyage the sinking and the rediscovery of the Titanic is told in superb uninterrupted continuity Secrets of the Titanic is a remarkable clear brilliantly photographed and edited documentary (including the actual moment the great hulk appeared on the search-vessel television screens as the sea bottom was scanned two miles down After the discovery Dr Ballard succeeded in putting together an expedition to photograph and explore every inch of the wreckage using Alvin a free-floating submersible with a three-man crew and Jason Jr a they suspect are illegal aliens local Hispanic leaders said Thursday The Immigration Reform and Control Act of 1986 is putting undocumented workers and their employers in a Catch-22 situation members of the Concerned Citizens for Immigration Rights and Justice Committee charged at a press conference Thursday The act grants amnesty to illegal aliens who can show they have resided in the United States since 1982 but provides for criminal penalties against employers who knowingly hire undocumented workers Illegal aliens can apply for legal status from May 5 1987 to May 4 1988 The Immigration and Naturalization Service is not doing a good enough job of informing employers of the many facets of the new law one of which permanently protects them from penalties for keeping undocumented workers on the payroll if they were hired before Nov 6 when the act was signed into law said Robert Archuleta a Salt Lake attorney Further employer sanctions will not be imposed at all until June 1 said Jose Luis Trujillo an attorney who has advised several undocumented workers "Obviously the employers are scared because they are facing fines and prison terms That is where their concerns are coming he said The Concerned Citizens for Immigration Rights and Justice Committee however is concerned about protecting people who might be unfairly victimized by that fear he said But Jim Cole chief of operations for the INS Northern Regional Office in Minneapolis Minn said he has yet to confirm any cases of indiscriminate firings of undocumented "We have been very concerned about the rumors that we have heard and we have tried to track down as much information as we he said "It all seems to be a pattern of 1 know someone who heard from someone else that someone was fired indiscriminately If someone knows about such an occurrence the INS would be very interested in having the specifics so that we can look into he said The INS is implementing a campaign to ensure that employers understand that no mass firings are called for Mr Cole said told everybody to wait and see There's a long period of employer education that has been planned" One undocumented worker attending the press conference said he has been in the United States since 1979 In addition he is married to a US citizen so he is eligible for legal status under existing law as well as the new immigration reform act But he said he has been unable to find a new job since August when we was laid off by Union Pacific Railroad and he thinks part of the problem may be fears of the new law Concerned Citizens for Immigration Rights and Justice also criticized the $185 processing fee the INS has proposed arguing a sliding fee scale would be more equitable The regulations call for $185 fee for each applicant over 18 a $50 fee for children with a $420 cap per family But Mr Cole said Congress specified that the program be self-supporting through those fees "The $185 fee represents the same cost assessed against those who immigrate to the United States by legal means It seems completely and philosophically justifiable that the fee be as great for those who have been living illegally in this country as
