That system is designed, officials said, to enable county welfare departments to make sure that recipients of Aid to Families with Dependent Children (AFDC) are reporting outside income. Robert Carleson, state Director of Social Welfare, says the state needs the inspection procedure to check outside income of welfare recipients and to uncover possible fraud. State officials say that both a person's eligibility for welfare and the amount of the grant are determined by the amount of income reported to and computed by the counties. The cases reviewed were those of welfare recipients in the upper 10 per cent income bracket and dealt with the final three months of 1971.

SACRAMENTO (UPI) A task force has found "substantial discrepancies" in the reported outside income of hundreds of welfare recipients in San Francisco, sources in the Reagan administration disclosed yesterday. A seven-man team headed by Dick Peterson, chief of the Department of Social Welfare's Operations Security Office, conducted a special review of 387 welfare cases in the city during a five-day period last month. The sources said the yet-unpublished results of the 1 i minary investigation show that in 88.6 per cent of the cases looked at the earnings reported to local welfare departments were well below those appearing on records of payrolls reported to the state by employers. Although officials were careful not to lable the variances as fraud, they said the investigators felt that appeared to be the case "in most of the cases reviewed." The task force is considering the possibility of venturing into other counties for similar reviews, the sources added, because the San Francisco study purportedly uncovered discrepancies greater than had been anticipated.
