KUTV and KSL Continued from A-l likely source to be targeted Even if the spending limitation law stands in the way some say a credible argument could be made that Utah's crowded and crumbling highways constitute a fiscal emergency Exceeding the cap in that fashion would be more palatable than spending the money on government operating expenses agreed newly elected House Speaker Mel Brown R-Midvale I dont think anyone wants to leave money sitting there on the table Brown said Surplus will be looked at from the standpoint of roads water development and possible tax reduction along with what other Postmaster General Marvin Runyon who has courted labor leaders in hopes of avoiding a costly contract settlement The end to the negotiations will send the issues between the governments second-largest civilian agency and its unions into binding arbitration out of Runyons direct control Labor leaders said the agency was asking too much: a three-year contract with annual lump-sum payments of no more than $325 per worker a two-year wage freeze an end to cost-of-living increases and an increase in the number of temporary and transitional workers who earn less than full-time postal employees Forget it Stick it was the response of Moe Biller president of the 360000-member American Postal Workers Union (APWU) Biller said he suspected the presidentiaPy-appointed Postal Service Board of Governors had tied Runyons hands limiting not talking about any declaration of any fiscal emergency It hasn't entered our discussions Johnson correctly points out that if surplus money exceeds the legal limit in the current fiscal year and not in the 1996 budget the excess could be handled through a bookkeeping maneuver "You can just move it over to a following year he said But if revenues hit the limit in both budget years Leavitt and the Legislature will have to grapple with the spending law The governor has said for several months he will push for a substantial investment in transportation in the would gain the NFL the National Basketball Association major league baseball and the 1996 Summer Olympic games from Atlanta Brady also emphasized that any change would not affect KSL-TVs commitment to Utah We have built our reputation and our audience loyalty on a foundation of strong local news and local programming designed to serve the Utah community and that will continue without interruption Brady said That view is shared by KUTV General Manager Hatch Obviously we are hoping that viewers will continue to watch our local-news programs which is our identity as a local TV station Hatch said At KSL network programming accounts for approximately 10 hours a day Henderson said The Eyewitness News BYU sports MASH reruns Sundays Music and the Spoken Word and The Church of Jesus Christ of Latter-day Saints conference sessions will continue to be found on Channel 5 The change will result in programming conflicts However NBC was informed early on of potential pre-emptions involving LDS Conference sessions on Channel 5 sonalities and weather forecasters will not change when the affihations switch And channel numbers for both stations will remain the same The sale is KUTVs second in Traditional networks CBS NBC ABC are taking steps to defend their positions Both networks are reacting to changes in the national marketplace most of which has little to do with Utah and Salt Lake City said Rodney Brady president and CEO of Bonneville International Corp the communications arm of the Mormon Church and KSLs parent company NBC and CBS are swapping television stations and other
