Wflton Valley Regional sewer project future is considered Wednesday, Dec. 29, 1976 The Sun-Telegram, San Bernardino, Calif. Complete financing for the project by the sale of bonds that would be paid off using revenue from the sewer plant fees. Subsidize the operation and maintenance cost of the system during its first years because, without the air base in the project an unreasonable burden would fall on the people of Victorville.

The poeple in the meeting did not discuss all parts of Porter's plan, but they did tacitly agree that the agency should complete purchase of a site for the sewer plant Agency manager Robert Watson had asked for the group's opinion on buying the land because escrow is about to close on the 640 acres the agency planned for the sewer plant near Oro Grande. The community representatives did not object to the agency buying the land! Watson said the land would cost approximately $360,000. The agency already has spent $800,000 planning the system. Most of that money can be reimbursed through state and federal clean wa ter grants used to initiate the project The reimbursement hinges on the signing of agreements between Mojave and the participating communities. James Kuykendall, of the Lahontan Regional Water Quality Control Board staff, advised the communities not to cancel those agreements until the funds are reimbursed.

Herald Bertolotti, of the Apple Valley County Water District board, commented on the idea of cutting the project cost, saying "If it can be cut down why wasn't it cut two years ago when it would have done some good." Kuykendall told the group that the Lahontan board has considered halting future connections to the Victorville sewer system. He said the communities should prepare a unified approach to the regional board on improving the area's sewage treatment The group agreed to meet again at 10 a.m. Jan. 21 to talk about its financing alternatives in creating, a successor project to Mojave's. By KEN LONG Sun-Tlgram Staff Writer VICTORVILLE Representatives of Victor Valley's sewer agencies began looking for ways to take over the underfunded Mojave Water Agency sewer project Tuesday at city hall.

Approximately 30 people crowded into a conference room to discuss plans for building a regional sewer system. The Mojave agency, which has planned to build the system since 1973, has found it cannot afford to start construction. William Porter, a member of the agency board, suggested to the community representatives of Victorville, Oro Grande, Hesperia and Apple Valley that they form their own joint powers authority to take over the sewer project, using existing plans and assets. Porter's recommendation had five parts: Pare the cost of the regional sewer system by eliminating nonessential parts of it like the access road and perhaps a pumping station. Eliminate George Air Force Base from the project because the rule that "when one goes, all so." That Is, when annexation is considered to provide one urban service, it must be considered for all urban services for maximum efficiency.

Apple Valley districts also are involved because the formation commission also has tried to establish the river as the boundary between the "spheres of Influence" of Victorbille and Apple Valley. Part of the resort subdivision is east of the river and is part of the Apple Valley water and fire districts. However, the eastern part is integrated with the rest of the subdivision in use of its water and sewer systems. Also it Is integrated in its obligation to pay off bonds issued by the county to build the subdivision's roads. In road maintenance, Victorville City Manager James Cox said the city would spend $60,000 the first year if the area were annexed to bring the subdivision's roads into line with the city's maintenance program. In police protection, Cox said the difference in joining the city would be that county sheriff's deputies would patrol regularly instead of simply being on call The patrolling is part of a special city contract with the county sheriff, he said. In water service, the system is already self-sustaining but Thrulow "Bud" Hummel said the Victor Valley County Water District might change the county's policy of charging people a flat rate of $5 per month. Flat rate water charges invite waste, Hummel said, so his district's board might decide to have the users metered so they could pay according to their use.

County officials said the largest waste comes from stagnation of water in the lines which occurs because their are as few as three users on a 60Oconnection line. The subdivison is already In the Victorville park district and has been paying the samltary district's tax rate as part of the sewer contract. The city's street lighting district is an assessment district which is the option of the city council to consider. The sheriffs department has said there is a correlation between street lights and less crime, Cox said. If a majority of the resort's property owners opposed joining the district, they would halt its assessment.

Cox said. The street lighting tax rate is now 32 cents per $100. consent for spankings or hand slaps to be administered by the principal if needed. Written permission has been required by law since September 1975, but a letter to Wrightwood parents in October returned mostly denials. A sketch of a proposed addition to the school, four classrooms and a learning center in the patio area, has been received by the board from architect Denny Jones, San Bernardino.

Suggestions from a second architect, Jim Norman, are expected in January. The school is so short of space now, Thorne said, that "we have stuff stored under the building." Enrollment is about 275. An insurance policy covering earthquake damage up to $660,000 was accepted by the board for a yearly premium of $2,640. ADELANTO School disrict teacher Vester Lawrence has been chosen to help assess college teacher programs by the California Teachers Association. Lawrence, a third-grade teacher at Harry R.

Sheppard School on George Air Force Base. He will be one of several persons representing groups Interested in public education, Including teachers, students, school administrators, board members, higher education faculty and members of the community. Individuals will be selected for assessing a particular school on a random basis. Assessment of a college or university will Involve four days of training, conducting interviews at the institution, reviewing college programs and materials and preparing a report of findings. Lawrence is president of the San Gorgonio Service Center Council, a teacher's organization encompassing San Bernardino and Riverside counties.

Trustee Melvin Walder did not attend the meeting. The board recommended a re-evaluation of the program, and voted that the two new aides be hired with general fund money and placed until June in the upper grade classrooms. The other recommendations were accepted without change.

The board has decided to send another letter, to parents defining the school's policy on corporal punishment and asking parental WRIGHTWOOD-School trustees here balked at a recommendation from Supt Thomas Thome for using more state and federal grant money Monday, but reached a compromise. Trustee Kyrk Reid said he was concerned that Wrightwood Elementary School is "becoming more and more occupied with kindergarten to grade three almost to the detriment of the upper grades." The state Early Childhood Education grants and federal Title I funds in question can be spent only on students in the lower grades. Board member Heinz Steinmann, running for reelection this spring, said he agreed with Reid and suggested that the board "really look at what we've accomplished in these last three years" with the two programs.
