Douglas Applegate (D-Steubenville) said that he has reuested the Ohio Pollution Control Board to investigate pollution in Yellow Creek in northern Jefferson County at the request of Mr. and Mrs. Gray of Toronto RD. He said that Mr. and Mrs.

Gray had submitted to him samples of water and other materials and information pinpointing the cause of this pollution. Sen. Applegate said George Hall, Engineer-Secretary of the Ohio Water Pollution Control Board, reported that the laboratory report stated the sample of water submitted to him was highly acidic. Hall said the mine drainage problem of Yellow Creek has been a familiar one with the Control Board for a long time, and results have shown that charges are emitted from abandoned mines. However Hall said he felt there is no practical solution at present.

Hall reported research and studies have been and are being made in hopes of solving these problems in a practical way. Sen. Applegate said he feels passage of a severance tax presently before the. Legislature taxes on minerals taken from the earth could provide ade- uate funding that could more quickly help to solve this particular problem through a more intense research Sen. Applegate said that he has also been in touch with Attorney General William Brown who said he would have his staff investigate the problem of Yellow pollution as he feels there may be some practical statutory approach toward possibly bringing about action against the owners of these abandoned mines.

Sen. Applegate said he has turned over all information to Mr. office and is awaiting the reports of his investigation.
