Tbe time is fast approaching when tbe Republicans of the Third congressional district will males their first nomination for member of congress. The eonven tion for that purpose will probably be held in April, oV May, and while the dis trict is largely and safely Republican the policy of the party now, as heretofore, demands the selection of the best man that can be found for the place. The Son has taken pains, both by personal inquiry and by correspondence, to ascer tain the sentiment of the Republicans of this district npon this question and have found it to be almost unanimous in favor of Hon. B.

W. Perkins. We have as yet seen no mention of this matter by tho newspapers of the district. The sentiment is so unanimous that his nom ination seems to be taken for granted by common consent. This is as it should be, and Republicans should see to it that tbe harmony that now prevails upon this question is not disturbed by petty spites or factional jealousies.

The use fulness and influence of a member of congress can be but partially developed during bis first term. lie goes to Washington a comparative stranger, not only to the personnel of the house of which be is a member, but to publie men, heads of departments, and others, through and with whom he is to transact the public business. That positive knowledge of tbe customs aud usages of congress and the departments, and that personal ac quaintance with public men which give confidence, as well as weight and influence, can be acquired only by prac tical experience at Washington. Judge Perkins is a man of integrity and recog nized ability possessed of fine legal at tainments and keen perceptions, he is quick to discriminate between right and wrong, and is already recognized as one of tho ablest of the Kansas delegation, and we predict that at the coming con gressional convention he will be tendered tho nomination by acclamation. FEimiTAHY WEATHER REPORT.

Prof. Snow, of tbe stato university at Lawrence, has prepared the following weather report for the month of February, just closed, from obersvations takon at Lawrence "This month, although noarly fivo degrees colder than the February average, has been exceeded in average coldness by four Februaries in the past sixteen years, in '74, '75, '81 and '83. The minimum temperature, however, was high, having been lower in ten of the preceding Februaries. The rainfall and the humidity were nearly normal, the cloudiness was excessive, and the wind velocity was considerably above the average. The peculiar sunset afterglow of the preceding months was occasionally observed, but had apparently disappeared before the end of tho month.

"Mean Temperature 38.03 degrees, which is 5.18 degrees below the Fobruary average Tho highest temperature was 67 degrees on the 25th the lowest was 1 degree below zero on the 13th, giving a monthly range of 58 degrees. The mercury reached tho zero point but once. Mean temperature at 7 a. ra. 21.86 degrees; at 2 p.

m. 33.43 degreos at 9 p. in. as. 41 degrees.

Rainfall Including melted snow, 1.13 inches, which is 0.20 inch below the February average. Rain fell on 4 days and snow on 4 days. The entire depth of snow was 2 inches. There was one thunder shower. The eutire rainfall for the two months of 1884 now completed has been 2.41 inches, which is 0.12 inch below tho average for the same months in the preceding sixteen years.

Mean Cloudiness 54.33 per cent of tho sky, the month being 8.27 per cent cloudier than usual. Number of clear days, (less than -ono-thirdjcloudy) half clear, (from one to two-thirds cloudy) 8 cloudy, (more than two-thirds) 12. There were 4 entirely 'clear days, and 8 entirely cloudy. Mean cloudiness at 7 a. m.

63.10 percent at 2 p. m. 60 per cent at 9 p. m. 49.66 per cent.

"Wind-rNorthwest, 26 times 20 times northeast, 18 times southeast, 15 times; south, 4 times; west, 2 times east, once north, once. The total run of the wind was 11,742 miles, which is 841 miles above the February average. This gives a mean daily velocity of 404.89 miles, and a mean hourly velocity of 16.87 miles. The highest velocity was 54 miles an hour on the 18th. "Barometer Mean for the month, 29.168 inches at 7 a.

29.193 inches at 2 p. 29.137 inches; at 9 p. 29.145 inches maximum, 29.409 inches on the 9th minimum, 28.587 inches on the 18th monthly range, 0.883 inch. "Relativo Humidity Mean for the month, 72.3 at 7 a. 80.8 at 2 p.

56.3 at 9 p. 79.6 greatest, 100, on two occasions least, 27. on tho 2d. Thore was one fog." Gov. Click last Monday received a letter from Lieut-Gov.

Finney, dated at Neosho Falls, stating that a new diseaso had broken out among the cattle in Woodson county, which was creating much alarm among stockmen in that county. The disease, which is entiroly new, affects the cattle similar to foot rot in sheep. In many cases it takes the hoof off in others the leg at the first joint above the hoof. As yet the disease is confined to two herds. Some seventy-five head are affected.

The governor, in absence of any law authorizing him to employ a veterinary surgeon, has telegraphed to the commanding officer at Fort Leavenworth to ascertain whether he would permit tho veterinary surgeon in charge at Fort Leavenworth to visit Woodson county and report what the disease is. If the answer from Leavenworth is not favorable Gov. Glick will telegraph at once the commissioner of agriculture at Washington, requesting him to send a vetorinary surgeon out to Kansas to investigate the matter. 1 The temperance folks came within four rotes of getting a resolution through the New York assembly to submit a prohibitory constitutional amendment to a popular vote. Of the 61 votes in favor of the resolution all but 9 were Republican, and the 63 negativo votes wore all Democratic but 17.

A suggestive fact in connection with this result is that the 9 Democrats who voted for the resolution are from rural counties, and all but 3 of the 17 Republicans who voted against it are from cities having over 1 habitants. J. Mahoney shot and killed Wm. Hale over a game of poker at the Commercial Hotel bar-room San Francisco, Sunday morning. James Campbell, a native of Lclth, Scotland, and a stonecutter by trade, was killed at Lexington, In a bar-room fight Sunday morning. The bodies of Morice Bey, Surgeon Leslie and four other Europeans killed in the rout of Baker Pasha's troops, were found at Ten and bunea. Edwin Brotheras shot and killed Wm. St. Joseph, March 2. William Patton, a barber, who was recently married to a young lady of this city, was yesterday arrested at the suit of his legal wife, whom he married in Omaha in 1880, and abandoned after a honeymoon of but two months. Sues for Damages. Little Rock, March 4.

Mrs. Elizabeth Coker, widow of William Coker. an alleged horse thief who, being arrested and denied trial or bail, was taken from jail by a mob and hung, is about to bring suit against the county for damages for bis killing. Died of Hie Wound. Clinton, March 4.

BriceAls- bnry, of Waynesville, died yesterday from a pistol shot wound Inflicted by Henry Feal one week ago Saturday night, in a drunken melee. Feal was arrested and tried, and released on 91,000 bail last jrriday. Since Alsbury's death vigorous efforts have been made to capture him, but thus far they have proved futile. The prose cution in the Lelgh-RIgsby murder case closed yesterday with Mrs. Rlgsby, sole witness of tho killing. Her testimony In substance agrees with the dying declara tion. A foundation for proving contradictions, however, has been laid by the defense. One witness swore to a threat by Rlgsby, and twelve testified to the good character of defendants.

It Is thought the case will be given to tho jury as early as Saturday next. Buioide by Drowning-. Dallas, March 4. A man named P. Leonard, believed to have been insane, committed suide by drowning in Trinity River yesterday.

He was a stranger here, but was identified as a farmer resident at Forks-of-Iilver. His body, after being sat upon by the Coroner, was turned over to his friends. School Girls, Attention.
